once a full round of funding requests have been processed and much w ill have been
learned

John S — asked when $ will be available

Eric advised that projects can begin moving things through RT r ight away — may need to
review By - laws to be sure they are adequate for that process —

With 2 accounts — different strategies — if applyi ng for $ from Basin Account — then RT
has to judge how to prioritize
- if applying for funds from statewide account — CWCB will apply evaluation process
- matching funds not necessary — but to your advantage
- Board will be reviewing twice a year — if RGBRT is submi tting more than one in any
cycle, may want to prioritize ourselves for benefit of CWCB

Mel G — should our RT develop our own guidelines?

Eric — State will be developing criteria and application process — which RT can use as
wish — wil l outline timelines and proc ess

One of the roles and responsibilities of IBCC will be to work with RT’s on this process,
materials, etc. — will have to help people know where to go to get RT approval

Ray W. — applications have to be in 60 days before Board meeting — Basin funds are
avail able at any CWCB meeting — first one in Jan — so any applications must be
prepared and approved w/in 30 days if we want to be considered then
- note that applicants will not be the RT itself — but entities such as ditch
companies, districts, etc . which can contrac t with State — they will apply and bring
their apps to the RT for approval and support prior to submission to state —
c ontracts with State are complex!

Cindy M — would like to know deadlines and timelines

Eric H — unlikely that many will be ready in Jan — remember that $ is set aside for each
RT and money will be available on - going — they will help to get things up and running —
RT needs to develop its own process — IBCC and Comm ittee was careful to leave
process up to each RT for that

Rio - recommend early discussion of projects here at the RT, so that we can help guide
their development and let applicants know how to gain RT support

Mike G — will serve as the current contact for projects

Ray — Sub comm. Was careful to be sure that the first projects to the table do not wa lk
away with all the funds — proposed that our RT develop our own timeline for project
approval so that we can compare a range of projects as we decide how to dole out our
Page 2 of 13 RGBRT
Minutes

October 9 , 2006
