Interbasin Compact Committee <br />Rio Grande Basin Roundtable <br />Meeting Minutes – October 09 , 2006 <br />Adams State College, Alamosa, Colorado <br /> <br />Attendees: <br /> Fred Bauder, Marvin Reynolds, Don Thompson, Ray Wright, Doug Shriver, <br />Eric Hecox , Lynn Weiscamp — Town of Blanca, J B Alexander, Peter Barkman, Mike <br />Willett, Robert Bagman, John Shawcroft, Ralph Curtis, Me l Getz, Cindy Medina, Paul <br />S inder, Sue Swift - Miller, Travis Smith, Rio de la Vista, Ed Neilsen, Jeff Johnson, Allen <br />Brown, Mike Gibson , Steve Vandiver , Greg Higel, Mik e Blenden, Peter Clark , Charlie <br />Spielman, Gail Schwartz , Charles Stilling , Mike Sullivan , Jerry Pacheco <br /> <br />Mike Gibson, Chairperson opened the meeting at 2 :05 P.M. <br /> <br />Introductions — <br /> <br />Approval of Agenda <br />Ed Nielsen moved <br />nd <br />_______ 2 <br />Motion approved <br /> <br />Approval of Mi nutes, Meeting of June and August , 2006 <br />Mel Getz - corrections on #’s <br />Ralph — approved as corrected <br />nd <br />John Shawcroft 2 <br />Approved <br /> <br />Mike G - revised agenda <br />Mike distributed a draft of the report from the RGB due to State leg islature — welcomes <br />input. <br /> <br />Report of I BCC’ <br />Ray — next meeting in Steamboat Springs on 10 - 16 <br />— nothing since last meeting here in RGB — CWCB gave approval to criteria and <br />guidelines for funding apps <br /> <br />Eric H. — provided updates on changes since last month’s discussion <br /> - re criteria and guidelines — joint work group developed draft and sent to <br />CWCB — both groups unanimously approved — wi ll go to IBCC meeting next week <br />- changes re having statewide account and then a separate account guaranteeing <br />separate amount to each basin — ultimately decided on $1 mill ion per basin <br />- other issues – R ound T able ’s will have wider discretion over $1 mil lion they have <br />avail able — committee clarified that if applying for $ from basin account, must meet <br />threshold criteria — i.e. each RT has to have its own process for approving requests from <br />their funds <br />- also - since a new program, will make a lot of info available and complete transparency <br />for process — each Oct. , groups will reconvene and review and adjust process annually <br /> Page 1 of 13 RGBRT <br />Minutes <br /> <br /> October 9 , 2006 <br />
