A <br />draft of this document was presented at a public meeting held on March 1, 2003 and additional <br />comments were solicited from the CDPHE. These comments are included in Appendix C. <br />Responses to these comments are included in Appendix C and in the body of the Planning <br />Document wherever appropriate. <br /> <br />Additionally, this Planning Document was intended to generally conform to the format of a <br />Preliminary Engineering Report (PER) - Water Facility - as defined in RUS Bulletin 1780-2 <br />published by the U.S. Department of Agriculture. USDA personnel have reviewed a draft of this <br />document as discussed further in Appendix C. A PER requires several areas to be addressed in <br />depth. This Planning Document presents an analysis of various altemative solutions. Once a <br />speCific project is chosen, many of these areas will need to be addressed in more depth. The <br />additions necessary to convert this document into a PER are outlined in Appendix C. <br /> <br />3 <br />
