EVALUATION OF ALTERNATES

INTRODUCTION

The altemate solutions identified in Section V have been evaluated to determine if they will meet the
Pinewood Springs Water District's requirements of providing:

· between 20-40 acre-feet of raw water storage,
· enhanced system reliability for 350 EQR, and
. 50 gpm of water treatment capacity

at a reasonable cost.

EVALUATION OF ALTERNATES

Introduction
General: The Pinewood Springs Water District performed an initial screening of available
altematives. Those altematives which were deemed to be viable by the District were studied in
more detail by McLaughlin Water Engineers. The results of both the initial screening and the
engineering study are present below.

The altemates analyzed for this Planning Document have been evaluated to comparable levels of
accuracy so a good, conceptual comparison could be carried out. Additional information is available
for some of the altematives which corresponds to preliminary design level accuracy. For example,
geotechnical information is available for the Crescent Lake/Powelson Reservoir site which is not
available for the other reservoir sites. When such additional information has been used as the basis
for making assumptions generally applied to all the sites, it is included in the appendices.

Cost Estimates: Project budgets for pipelines were prepared, wherever possible, using
construction contract costs encountered by the Pinewood Springs Water District for a recent project.
Manufacturers representatives provided approximate costs of major material items including the
water treatment plant modules, pumps, stand-by power generators, and control and power panels.
Crew costs, equipment costs and general construction costs were developed from Means
Construction Cost Guide 2001 as adjusted for approximate location and inflation based on
Engineering News Record Indexes. The costs include materials and an estimated level of effort for
installation. The costs are based on conceptual designs, and are considered adequate for the level
of work used for preparation of this report. Since all unit costs were based on similar pricing, the
