<br />North Platte Basin Roundtable Meeting 12-19-06 <br /> <br />The NOlih Platte Basin Roundtable discussed Governor Elect, Bill Ritter's pending appointment <br />of a Director for the DNR. Motion was made by John Rich to write a letter of support to support <br />the nomination of Russ George to that position. Ty seconded the motion. Motion passed. <br /> <br />SPWRAP Presentation <br />Kent introduced presenters Deb Freeman with the South Platte Water Related Activities Program <br />and Alan Berryman with the Northern Colorado Water Conservancy District. <br /> <br />Deb Freeman began by providing some general background information. Question was <br />immediately raised regarding how forest management is being addressed in the Three States <br />Agreement. Presenters reported that more data is needed to illustrate forest management impacts <br />and that data may be considered as program moves into second increment (13 years). If data <br />ultimately indicates a depletive effect from forest management practices, then the issue will be <br />addressed through the governance committee of the Three States Agreement. <br /> <br />Currently, Colorado proposes to meet compliance for 10,000 acre feet water requirement in <br />Three-States Agreement by focusing programmatic water mitigation through the Tamarack Plan. <br />The plan involves retiming flows leaving CO to meet target flows at Grand Island, NE. Plan is <br />to divert water to storage (40 miles above the state line beginning at CDOW Tamarack Ranch <br />State Wildlife Area near Crook, CO) during high flows, let water infiltrate to the alluvial aquifer <br />to be returned to the river in an attempt to contribute to target flows at Grand Island during <br />critical time periods for T & E species. <br /> <br />Question asked regarding when Tamarack Plan was going to prove out as a valid approach. <br />Tamarack current yield is 4,000 of the 10,000 acre feet requirement. Plan is to build capacity to <br />retime the water during the first increment. If data indicate Tamarack doesn't work, CO will <br />have to come up with more money. If one state has trouble meeting requirements, will have to <br />work with the PRRlP Governance Committee and Governors from the three states will get <br />together and attempt to resolve the requirement deficit within the program guidelines. If one <br />state pulls out of the program, the plan will then have to be renegotiated. <br /> <br />Point was made that as per ESA Section 9 which relates to the potential "take" of listed species, <br />the Fish and Wildlife Service by regulation, has defined "take" to include habitat loss. Water <br />users are promoting competing hypothesis beyond FWS hypothesis to resolve all ESA issues via <br />water activities mitigation. It was further noted that FWS has taken an overall programmatic <br />perspective and does support the streamlined processes provided through SPWRAP. Will soon <br />find out how effective the SPWRAP process is as backlog of requests are addressed. <br /> <br />Alan and Deb then presented a PowerPoint overview describing SPWRAP. <br />. They are a non-profit program representing water users that is designed to assist water <br />users in meeting compliance with the ESA as related to the Three-States Agreement <br />(Platte River Recovery Implementation Program-PRRlP). The program exists as a <br />contact point for water users to get PRRlP information, to serve as a permit clearinghouse <br />for CO, and to provide a repOli and accounting of water use for CO's depletion plan. <br /> <br />2 <br />
