North Platte Basin Roundtable Meeting 6-27-06 5

interbasin agreement had been brought up and discussed at a Yampa/White Roundtable
meeting. Bob Plaska stated that the idea had been discussed. Representatives of Upper
Yampa/ White supports such and agreement, but not the lower end representatives, who
thought it was too early to talk about entering into prohibitive agreements before doing
the needs assessments. There seems to be disagreement between Upper and Lower
Yampa Basin. Lower end is worried about small off channel tributary storage and energy
development. Upper end is sitting more comfortable and do not have as much need as
the lower end. Generally, this is a premature discussion, but may come up in the ulture.

Regarding Eric's May 24th memo, in the roles and responsibilities section a question is
asked whether the CWCB should have any additional roles or responsibilities beyond
those identified in the memo? Paula asked whether the CWCB will confer with the
Roundtables and explain how and why u\1lding decisions are made. Bob Burr pointed
out that the CWCB is not required by legislation to answer to the IBCC and the
Roundtables, but that there are two members that sit on both the IBCC and the CWCB
boards and that he is confident decisions will be made collaboratively.

Next meeting is Friday, July 28 at 7 p.m. at the Forest Service. We will discuss
moving forward with the needs assessment and when HB 05-1400 monies will be
available. Everyone's input is needed on this topic. Suggestion made to attempt
contacting Laramie River water representatives, as they should be included in the North
Platte Basin Roundtable.

5
