<br />North Platte Basin Roundtable Meeting 6-27-06 4 <br /> <br />Hal Hagen stated that even though some may say they are willing to sacrifice North Park <br />to help the front range and thereby the state, any water project that helps a basin in reality <br />will also help the state. <br /> <br />Kent revisited the problem inherent to implementing HB 05-1177 is that we do not have <br />operating finances as a roundtable. Therefore, we have no money to produce documents, <br />send mailings, etc. Some of the roundtables have large organizations patiicipating that <br />are willing to contribute to the administration of their Roundtable. The needs assessment <br />will be funded out ofHB 06-1400. Kent shared a copy ofa document Eric referred to in <br />the May 24 memo as an attachment that lists water project funding sources and is titled <br />"Existing Water Related Grant and Loan Programs". He pointed out that many of those <br />the funding sources listed require matching dollars and/or in-kind contributions (such as <br />staff time) to be competitive. The North Platte Basin Roundtable agreed that we will <br />advocate for allocations in the form of grants instead of loans. <br /> <br />The question was raised as to who should be considered an eligible entity that may apply <br />for grants or loans from the Water Supply Reserve Account Water. The water <br />conservancy districts are probable eligible entities, especially since we are looking at <br />water projects. Kent expects that public (government) entities will be eligible. Bob Burr <br />shared a historical perspective on dispersal of u\1lds that indicated most u\1lds are <br />awarded to public entities, but some CWCB u\1lds have been awarded to individuals. <br /> <br />Paula made the suggestion that any entity represented by the roundtable should be able to <br />apply for money. . . if roundtable approves it. Carl suggested that each Roundtable should <br />be allowed to determine the entities they would approve giving the money to. <br /> <br />Carl Trick asked the members for more input regarding appointment ofIBCC members <br />to the Criteria and Guidelines Working Group. Bob Burr stated that he is comfortable <br />with the CWCB representatives. Question is still on the table regarding how many <br />people and which specific people should provide the IBCC representation to the working <br />group. Ty Wattenberg suggested that three Western Slope/rural people should serve as <br />IBCC representatives to the working group. The North Platte Roundtable members <br />stated their general agreement with Ty's suggestion. <br /> <br />In the past there have been proposals and discussions of importing new water into the <br />North Platte Basin from the Yampa River tributaries and dropping those new imported <br />waters into the Grizzly drainage here in North Park with the idea of then taking the same <br />amount of these new waters imported into the NOlih Platte Basin out of the Michigan <br />River drainage for expOli out of basin to the Poudre drainage. It is thought that this type <br />of proposal would not violate the U. S. Supreme Court decree of exporting waters out of <br />the North Platte and its tributaries because this would involve new waters that were not <br />part of the original North Platte flows. There as been some very preliminary discussions <br />with Tom Sharp, Chairman of the White/Yampa Roundtable that the North Platte <br />Roundtable and the White/Yampa Roundtable should consider entering into an Interbasin <br />agreement under HB 06-1177 to prevent this type of water exchange.
