North Platte Basin Roundtable Meeting 11-28-06

that under the Three State Agreement, water would have to be used for irrigation
or it would be considered a "new water related activity" which would require
mitigation. Question then becomes whether we can trade consumptive use of
unused irrigated acreage for meeting mitigation requirements for new water
related activities.

. Analysis of groundwater and current aquifer level data in the basin. This
information would be particularly valuable in the context of energy development
discussions.

. Question whether there are locations in our basin where it might be possible to
improve efficiency of water diversions, reduce maintenance requirements and
enhance stream flows which would increase water for all beneficial uses?

. Quantify the potential impact of a catastrophic wildland fire on the North Platte
River watershed.

These are the current potential projects/tasks identified by the North Platte Basin
Roundtable. Nicole informed us that to initiate the task orders, we need to state these
items in a letter to CDM and that she will then proceed to fill out or "populate" the grid
with needed information. If she needs uniher information from the roundtable, she will
contact us. Carl Trick asked Deb Alpe to prepare a draft of that letter. Deb requests that
Carl and Kent assist with the drafting of that letter to CDM.

The meeting was adjourned at 8:50 p.111.

Next meeting is scheduledfor Dec 19thFom 3-5 p.m at the Forest Service.

5
