<br />North Platte Basin Roundtable Meeting 11-28-06 <br /> <br />captured on the worksheets he developed. Potential work to be considered for task orders <br />under HBII77 or for projects to be u\1lded from the SB179 Water Supply Reserve <br />Account include: <br /> <br />. Quantify unappropriated water available in the NOlih Platte River basin. This <br />includes identifying unappropriated water for all beneficial uses and will require <br />quantification by tributary at various locations and times of the year. <br /> <br />. Analysis of non-consumptive environmental and recreation needs. While SWSI <br />considered Agricultural, Municipal and Industrial needs, the Environmental and <br />Recreation non-consumptive uses haven't been thoroughly investigated in our <br />basin. Phase II SWSI is addressing this and developing GIS data layers to assist <br />with this analysis. Rick Brown is leading that work. Kent notes that Jay Skinner <br />with the CDOW has some of the preliminary GIS layers and that he has been <br />attempting to acquire that information from Skinner since learning about it. The <br />SWSI II work is projected to be available after the first of the year. The <br />Yampa/White Basin has done additional work beyond SWSI II to identify env/rec <br />indicators. Tom Iseman with the Nature Conservancy is working with the Yampa <br />River group. <br /> <br />. Better quantify ulture projected Town of Walden water needs. Explore feasibility <br />of the Town of Walden securing additional raw water storage projects. <br /> <br />. North Platte Basin has consumptive use (CU) questions, such as those related to <br />high altitude crop CU coefficients. In that regard we need to better quantify our <br />current consumptive use by gathering better lysimeter data. This will only be <br />accomplished through a research project to include placement of several <br />lysimeters within the basin. <br /> <br />. Work with Riverside Technology to refine satellite imagery data to accurately <br />define current irrigated acreage in the North Platte River Basin. As recommended <br />in SPDSS Draft Memorandum for Spatial System Integration Component, Task <br />91, transfer irrigated parcel boundaries on District 47 aerial photos into a digital <br />format. The SPDSS irrigated parcel boundaries provide a good starting point; <br />however, the parcels do not contain all of the information provided on the District <br />47 aerial photos. To completely reconcile the SPDSS parcel boundaries with the <br />District 47 data would require additional effort and should be accomplished by <br />someone familiar with the irrigated areas. The water commissioners have this <br />extensive knowledge, and working with individuals having GIS expertise, the <br />SPDSS data could be utilized to create an accurate GIS digital data base. <br /> <br />. Once the irrigated acreage has been accurately determined and the digital data <br />base created, we can then assess the current irrigated acreage against the <br />maximum allowed acreage considered to be existing water related activities under <br />the Three State Agreement (134,467 acres). We might consider development of <br />upstream storage projects to enhance irrigation systems during dry years. Note <br /> <br />4 <br />
