<br />North Platte Basin Roundtable Meeting 11-28-06 <br /> <br />January meeting. These three in-stream flow filings are within the North Platte River <br />Basin below first diversions on the North Fork of the NOlih Platte, the South Fork of Big <br />Creek and on Indian Creek. Jackson County Water Conservancy District (JCWCD), <br />since 1978 has gone on record as opposing in-stream flow filings below first diversions <br />on any sub-basin water course within Jackson County. JCWCD recently held a meeting <br />with private landowners to gather input and ultimately restate their position regarding in- <br />stream flow filings. Kent Holsinger will represent JCWCD at the CWCB meeting in <br />January and will oppose those filings. Roundtable members and water users Ty <br />Wattenberg and Jim Baller expressed their alignment with the JCWCD opposition to in- <br />stream flow filing below first diversions. The in-stream flow rights are requested by the <br />BLM and DOW for the beneficial use of preserving the natural environment. While it is <br />recognized that senior water rights will ensure there is water in the stream and that the in- <br />stream flow rights would be junior rights, the JCWCD concern is that if these in-stream <br />flow filings were in place, local water users would likely spend significant time and <br />financial resources in defending themselves in water court. Rick Wyatt made a motion <br />for the North Platte Basin Roundtable to support the JCWCD in their opposition to the <br />proposed in-stream flow filings below first diversions and that NPBR submit a letter of <br />support to the CWCB prior to their upcoming January meeting. Paula Guenther-Gloss <br />with the North Platte Project of The Nature Conservancy asked for a point of clarification <br />regarding whether the roundtable position being taken was a blanket opposition or <br />specifically for the three filings currently being considered. She questions whether we <br />have enough information regarding details of these filings to oppose them. Further <br />discussion ensued among those present reiterating points previously made in favor of <br />supporting the position taken by the JCWCD. Paula continued to express concern and <br />recommended we consider forming a committee to gather more details to present at the <br />next meeting. Ty Wattenberg called for the question regarding the motion on the floor. <br />The motion for the NPBR to express support of the JCWCD by submitting a letter to the <br />CWCB prior to the January 2007 meeting carried. Paula requested that she go on record <br />as expressing her non-voting dissent of this motion. The committee was formed to draft <br />the letter to the CWCB and includes Tom Hackleman, Ricky Wyatt, Ty Wattenberg and <br />Jimmer Baller. This committee will draft the letter and bring it to the NPBR Dec. 19th <br />meeting. <br /> <br />Nicole Rowan then continued to discuss the CDM grid "Technical SuppOli to Basin <br />Roundtables and IBCC. She described how the grid was designed to capture information <br />to assist with both project management as well as selection criteria documentation. After <br />basin questions are defined and tasks are identified to address those questions, CDM will <br />identify which CWCB Decision SuppOli System tools will be used which include <br />hydrologic and legal data sets integrated using Geographic Information Systems (GIS). <br />If tools aren't available to answer the questions, CDM will work with the basins to find a <br />way to address questions. <br /> <br />Kent asked Mike Hohnholtz if the there are any water needs assessments issues to <br />address from the Lannie River in Larimer County. Mike noted that to date things have <br />been working out pretty well for folks over there. Mike provided an overview of <br />information he had regarding the U.S. Supreme Court decree and the Laramie River in <br /> <br />2 <br />
