<br />January 8, 2007 <br /> <br />2. SWSI Phase 2 Gap Technical Roundtable Update and Blue Mesa Pump-Back Proposal <br />Rick Brown gave an update to the Roundtable members regarding the work being done by the <br />SWSI II Gap Technical Roundtable. The Gap Committee's focus was on water demand <br />management, alternatives to permanently drying up agriculture, recreation, and new water <br />development. <br /> <br />Rick also discussed legislation that would appropriate $500,000 for several studies such as the <br />Blue Mesa Pump Back. Ken Spann, John McClow, Tyler Martineau, and Dennis Steckel voiced <br />concerns regarding the study, its need and timing, and the quantity of available water in Blue <br />Mesa Reservoir for such a project. Other members felt that it was appropriate at this time to <br />study the project. <br /> <br />Michelle Pierce and Rick Brown assured the Roundtable that concerns had been heard on the <br />pm1 of the CWCB (Staff and Keith Catlin present). Eric Hecox said that the State had no <br />intention of threatening the Roundtable's power or rights. <br /> <br />Ralph Grover made a motion to work with the CWCB and State of Colorado to craft legislation <br />that allows the Gunnison Basin Roundtable to be involved in the writing of legislation to <br />evaluate water projects and future water needs for the Gunnison Basin. The motion was <br />seconded by Pete Kasper and the discussion continued. Ken Spann felt that Marc Catlin, Bill <br />Trampe, John McClow, Frank Kugel and Pete Kasper needed to be appointed to represent the <br />Roundtable on this matter. Dennis Steckel then made a motion to table, and David Baumgarten <br />seconded. Ralph Grover called the question and the motion to table failed. Then the original <br />motion was called and it failed. <br /> <br />Jim Hokit made a motion to send a message to the CWCB and State of Colorado that if proposed <br />legislation passes, the GBRT be involved in the scope of work to spend the monies appropriated <br />by the legislation. Dixie Luke seconded, and the motion passed unanimously. <br /> <br />3. Colorado River Water Conservancy District Grant Program <br />Pete Kasper made a Sh0l1 presentation regarding the Ri ver District's grant program. He <br />encouraged everyone to pass the information on to anyone that may fit the program. <br /> <br />4. Gunnison Basin Roundtable Bylaws - Super Majority for Voting <br />The requirement in the Bylaws to have a super majority vote to pass ce11ain policy questions was <br />discussed by the Roundtable members. Hugh Sanburg made a motion for the original Bylaws <br />Committee to meet again and review the bylaws and the question and make recommendations to <br />the Roundtable at the February meeting. Tom Alvey seconded and the motion carried <br />unanimously. Any comments or suggestions should be sent to Hugh Sanburg. <br /> <br />5. Senate Bill 179 Energy Bill Assessment Grant Application to CWCB <br />Frank Kugel told the group that there was a task order being prepared with the help of John <br />Sikora of URS Corporation regarding the Colorado, White, and Yampa River Basins Energy <br />Development Water Needs Assessment (future needs). The Gunnison Basin Roundtable had <br />been asked if it was interested in participating in that scope of work. The submittal deadline is <br />January 11,2007 to the CWCB, but a modification could be made to the scope of work after that. <br />Dixie Luke urged the Roundtable to participate and agreed to take the lead to get the Gunnison <br />Basin included in the scope of work. <br /> <br />4 <br />
