January 8, 2007

Report from the IBCC Representatives
Bill Trampe reported that the IECC did not meet in December and would not meet again until
February 2, 2007. Therefore, he had nothing to report to the Roundtable.

Eric Hecox discussed the fact that the IBCC and several roundtables were putting together a
"tracking matrix" for potential task order applications. An example table was presented and a blank
provided for the Gunnison Basin Roundtable. He suggested that the Gunnison Basin Roundtable
may find it useful as a tracking tool.

Report from the Educational Committee
Pete Kasper contacted John Elliott from Mesa State College regarding his presentation on instream
flow and stream bed maintenance. They decided that in light of the Black Canyon litigation, this
was not the best time for him to make the presentation.

Mike Baker from the Bureau of Reclamation will make a presentation on Reclamation's
conservation programs at the February meeting.

Report from the Black Canyon Quantification Committee
David Baumgarten reported on the status of the Black Canyon litigation. The Federal Government
decided not to appeal the recent Federal Court decision, and the matter has been remanded back to
the National Park Service.

Report from the Proiect Selection Guidelines & Criteria Committee
Ralph Grover stated that since there had been no comments to the proposed project selection criteria,
the committee assumed that the Roundtable agreed with the criteria. The committee will meet again
in January and would present the final proposal to the Roundtable at the February meeting. He was
hopeful to then have nominations for projects at the February meeting, and be ready to deal with
applicants on the 1 st of March. He would like to use the Overland Ditch & Reservoir proposal as a
test for the procedure, and was urging other applicants to come forward as well.

Eric Hecox mentioned that potential applicants had been contacting the State. The State has been
referring them back to the Roundtable for approval. Ralph Grover will be the contact for the
Gunnison Basin. Michelle Pierce asked for volunteers for the selection committee. Frank Kugel
was the only member who volunteered.

1. Draft Gunnison River Basin Water Needs Assessment and Related Task Orders
Tyler Martineau discussed the draft memo prepared by the Water Needs Assessment committee.
Tyler requested comments within the next two weeks from the Roundtable members. John
McClow made a motion to allow two weeks for the GBRT to comment on the needs assessment
task order memorandum to any member of the committee and the committee will return with a
revised draft in February for GBRT review. The motion was seconded by Ron Shaver, and
carried unanimously.

Eric Hecox added that he was pleased with the level of detail and suggested that the next step
would be to prioritize tasks to forward to the State.

3
