<br />July 10,2006 <br /> <br />3.) Educational Video Presentation <br />A video titled "The Hatch" regarding fishing on the Gunnison River during the seasonal hatch of <br />the salmonfly was provided by Hank Hotze. <br /> <br />Needs Assessment <br />Discussion began about the needs assessment and how to begin this procedure. It was suggested <br />that perhaps the SWSI report could be a starting point, as it has some information on every basin <br />in the state. Several members felt that there was a lot of information in SWSI that could be used, <br />although other members stated they don't have a lot of faith in the document. <br /> <br />Peter Kasper made a motion to use the SWSI Report as a starting point for the needs assessment. <br />The motion was seconded by Marc Catlin. Thomas Huercamp indicated that he would agree <br />with the stipulation that more data would be gathered. After additional discussion, Peter Kasper <br />withdrew the first motion, and made a new motion stating that GBRT will do a critical peer <br />review of SWSI as a stm1ing point for its own needs assessment. It was further decided that it <br />would not be a "peer" review but rather a "critique". Michelle called for a "straw poll" of <br />members present with an affirmative result. <br /> <br />4.) Senate Bill 179 <br />A motion was made by Ken Spann to extend the meeting to 7:20 to discuss Senate Bill 179. The <br />motion was seconded by David Baumgm1en, and the motion carried unanimously. <br /> <br />Michelle Pierce read the questions from Eric Hecox's memo regarding the proposed Criteria and <br />Guidelines for use of the Water Supply Reserve Account. The following are the GBRT <br />responses: <br /> <br />J. What role should this program play in our overall ability to fil11d water activities? i.e. what <br />are the most important needs that should be funded with moneys from SB 06- J 79 for which other <br />sources are either not available or insufficient? <br /> <br />All entities should work together to make this decision. <br /> <br />2. Are thefour eligible water activities listed in the law sl(fficient? Should the criteria and <br />guidelines specify other eligible water activities? <br /> <br />No, it contradicts legislation. <br /> <br />3.
