<br />July 10,2006 <br /> <br />Report from the IBCC Representatives <br />Bill Trampe reported on the June 30 meeting in Denver. The IBCC Bylaws were approved with <br />only two small amendments. Section 4.4.3 regarding the consequences of opting out was <br />removed and Section 2.2 was amended by adding "and other activities as deemed appropriate by <br />the IBCC." <br /> <br />The procedure to create the Public Education, Pm1icipation and Outreach working group, as <br />required by HB 1177, was discussed. The IBCC selected four volunteers to serve as a study <br />group to take input from the roundtables in order to refine the role of the working group and <br />determine where best to focus education eff0l1s. They were: Rita Crumpton; Jeris Danielson; <br />Jenny Russell; and Carl Trick. <br /> <br />The IBCC formed a committee to work with their respective roundtables to examine basin needs <br />analysis. The members of this committee are: Melinda Kassen; Eric Kuhn; Eric Wilkinson; <br />Peter Binney; Bill Trampe; Alan Hamel; and John Porter. <br /> <br />IBCC members Melinda Kassen, Ray Wright, John P0l1er, and Wayne Vanderschuere will work <br />with the CWCB to create the criteria and guidelines for use of SB 179 funding. Unofficial <br />members to the committee are Dan Birch, Kathleen Curry, and Jim Isgar. <br /> <br />Bill Trampe requested feedback on the technical platform issue and the criteria and guidelines. <br />He would like to hear from the Roundtable members how the GBRT would like to proceed with <br />the technical platform issue. <br /> <br />Education Committee Report <br />Peter Kasper announced that they are looking at individual groups to come forward with <br />educational presentations for the Roundtable. It was decided that the Upper Gunnison District, <br />and possibly the Uncompahgre Water Users Association would each make a 30 minute <br />presentation at the next meeting. Peter also announced that Gary Shellhorn plans to present a <br />forest water plan at the September meeting. <br /> <br />1.) Meeting Truancy <br />Michelle Pierce mentioned that it is stated in the bylaws that no member shall miss more than <br />two meetings within a year. Two members of the GBRT have missed two in a row and in <br />accordance with the bylaws, they will be given a chance during the meeting to explain their <br />absences. Of the two members in question, only Hank Hotze was present. He felt that he could <br />not respond immediately, but requested time to develop answers to explain his absences and <br />present them during the next meeting. This request was honored. <br /> <br />A discussion continued as to the procedure connected to the hearing. Michelle Pierce responded <br />that there would be no formal "hearing" to address the concern. <br /> <br />2.) Presentation by Jeff Crane of the North Fork River Improvement Association <br />Jeff Crane presented a proposal for the Paonia River Park Project located along the North Fork of <br />the Gunnison River. The project includes river trails, a park, and other recreational and <br />environmental components. He estimates the cost of this project at $980,000 plus the value of <br />the land that was donated estimated to be $400,000. He is seeking a grant of 70% of the total <br />project cost from funds allocated under SB 179. <br /> <br />3 <br />
