Existing inlet and outlet concrete <br />would be salvaged, with the overtopping levels of both ends of the siphon being raised in <br />elevation. The cost of this option is approximately $513,000. A detailed cost estimate <br />follows this discussion and a structure drawing is provided in Appendix C. Since the <br />Technical Feasibility Study was completed, a large fault has been discovered in the <br />concrete lining the Power Canal from the invert of the Stokes Gulch Siphon stretching <br />upstream approximately 300'. Emergency repairs were made in order to keep water in <br />the canal during the winter of 200512006, however, a permanent repair will now be added <br />to the replacement project in order to stop the leaking that is affecting the home <br />immediately below this area. The cost of that repair is estimated at $85,700 and would be <br />added to the $513,052, making a total project cost of$600,000. <br /> <br />Alternative #4 <br /> <br />The no action alternative was considered unacceptable since it means that the District, at <br />some point in the near future, would be unable to serve water to its landowners. It also <br />puts in jeopardy two houses and a state highway, when the siphon fails, as well as the <br />peach, grape, alfalfa, apple and produce crops in the entire District service area. Not <br />only would the crops be lost, but there is a very real possibility that all of the fruit trees <br />would also be lost, depending upon the time of the season a failure might occur. <br />Estimates of total economic damage to the Grand Valley's economy are in the $250 <br />million range. <br /> <br />Orchard Mesa Irrigation District Feasibility Study <br />Stokes Gulch Siphon <br /> <br />Page 8 <br />
