<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Permitting <br /> <br />The siphon is on private property and the District has permanent easements in place. <br />Construction easements will be obtained from the private property owners that could be <br />impacted by construction activity. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the design, construction, and/or financing of the <br />project include: <br /> <br />Orchard Mesa Irrigation District <br />Water Management Consultants <br />Colorado Water Conservation Board <br />Xcel Energy <br />Grand Valley Water Users Association <br />U.S. Bureau of Reclamation <br />Colorado Department of Transportation <br /> <br />The Orchard Mesa Irrigation District will be the lead for the financing, design and <br />construction of the project and will be the entity entering into contracts and agreements <br />with the various entities for the services provided by each. <br /> <br />Financial Analysis <br /> <br />The Orchard Mesa Irrigation District is applying for a loan from the CWCB in the <br />amount of $540,000.00. (Ninety percent oftotal project cost estimate.) The District will <br />finance the 1 % loan origination fee. The loan payments and payments into the 10% <br />reserve would be paid by an increase in assessments to the landowners. <br /> <br />The District is requesting a 3D-year loan from the CWCB at a rate of2.5%, resulting in <br />annual payments of$25,800.00. To this would be added $2,580.00 per year for the first <br />10 years to fund the emergency reserve account, for a total annual cost of $28,380.00. <br />Annual assessments have been increased between 10% and 50%, according to class level, <br />through in increase program over the past four years, partly in anticipation of the repairs <br />needed on the system.
