Construction must begin <br />November 1, 2006, with completion no later than March 25,2007. It is anticipated that <br />actual construction would be complete in less than two months to allow the District to <br />resume production at the hydroelectric plant that is a source of revenue for Xcel Energy, <br />Grand Valley Water Users Association and the Orchard Mesa Irrigation District.
