<br />October 2,2006 <br /> <br />Tom Huerkamp told the group that he was currently editing the needs assessment spread sheet that <br />originated with the Arkansas Basin Roundtable and would send it to Michelle Pierce for distribution. <br />Marc Catlin warned that it is presumed that the Gunnison Basin has no water shortage. Michelle <br />Pierce said that this should be a group effort and each member has a responsibility to provide <br />information for their particular areas. <br /> <br />Ken Spann suggested creating an eight-person committee to get information for the Needs <br />Assessment by the next meeting. A committee was then formed consisting of: Ken Spann, Dixie <br />Luke, Tom Huerkamp, Hank Hotze, David Kanzer, Tyler Martineau, Jim Hokit, and Marc Catlin. <br /> <br />3. Roundtable Membership <br />Michelle Pierce announced that Bill Byers had been appointed by Mesa County to the Roundtable. <br />She then announced that Harmon Lowman and Mike Ahlberg had resigned from the Roundtable. <br />Greg Clifton made a motion for the Roundtable to accept the resignations of Harmon Lowman and <br />Mike Ahlberg. The motion was seconded by Tom Huerkamp, and the motion carried unanimously. <br />Michelle Pierce said she would send letters accepting their resignations. <br /> <br />Hank Hotze requested information on the formal process to apply for a position on the Roundtable. <br />He stated that Ute Water needs to appoint a representative. The response was that an Environmental <br />representative is to be nominated by a recognized environmental organization that had been in <br />business for at least five years. There must be letters of interest and all appointments are subject to a <br />2/3 vote. <br /> <br />Mike Berry asked John McClow if there was a requirement in the statute to advertise publicly, <br />stating that qualified candidates could be identified through the members of the roundtable. John <br />stated that the statute did not require advertising; candidates could be brought forth from seated <br />members but must be voted in by voting members. Mike made a motion to proceed with filling the <br />vacancy by nominations form the seated Roundtable members and voted in by appointed members. <br />Motion was seconded by Bud Burgess and discussion continued. Bill Trampe was concerned that <br />this would eliminate a grassroots process. John then suggested that vacancies be filled by processes <br />originally contemplated, therefore the roundtable must do some public outreach. Mike withdrew the <br />motion. <br /> <br />Michelle Pierce stated she would send a letter to Ute Water requesting them to fill the vacancy, and <br />she would advertise the other vacancy. <br /> <br />4. Roundtable Meeting Attendance <br />Michelle Pierce asked if the Roundtable wanted to allow excused absences. Ron Shaver had broken <br />his leg and may miss two meetings. Several members spoke up agreeing that excused absences <br />should be granted and that they should be considered on a case by case. Hugh Sanburg made a <br />motion to give Ron Shaver time to recover and not to penalize him for his absences. Motion was <br />seconded by Hank Hotze, and the motion carried unanimously. <br /> <br />5. Annual Election of Officers <br />Peter Kasper made a motion to retain the same officers for the Gunnison Basin Roundtable, and to <br />maintain the official posting place in Delta County. Olen Lund seconded and the motion carried <br />unanimously. <br /> <br />4 <br />
