<br />October 2,2006 <br /> <br />Chairperson's Report <br />There were no questions for Michelle Pierce regarding her report. <br /> <br />Report from the IBCC Representatives <br />Bill Trampe said the IBCC meeting in Alamosa was an all-day meeting covering guidelines and <br />criteria. He took the message of the GBRT regarding funding to the IBCC meeting, but he does not <br />know the final outcome. The CWCB/IBCC workgroup meeting was held September 15. The <br />CWCB did accept a draft outcome but have not yet released it to the public. It is his understanding <br />that there were no changes made to the guidelines for distribution of money, except that the funds <br />utilization will not be restricted. <br /> <br />Marc Catlin reported that he shares the same reservations as Bill Trampe and that the request for $2 <br />million was better received than anticipated. It was his impression that the GBRT will have $1 <br />million by the first of July 2007. They want to see creative approaches in competing for funds and <br />to insure the money used wisely. He thinks the GBRT needs to figure out what it wants to support. <br /> <br />Bill was asked how the GBR T could participate in the annual report. He responded that roundtables <br />would have an opportunity to participate in the report and that he had a template for the format of the <br />report. Bill stated that there were four basic areas in the report: procedural accomplishments; <br />educational accomplishments; needs assessment accomplishments; and major water issues in each <br />basin. He also indicated that two different things were going on that should be kept in mind: needs <br />assessment and activity identification. Needs assessments will take priority. <br /> <br />Marc Catlin asked if John McClow could write one or two paragraphs on each area for the report and <br />John agreed. After some discussion it was decided that a committee would be formed to help do this <br />task. The committee consists of: John McClow, David Baumgarten, Pete Kasper, and Bill Trampe. <br /> <br />Education Committee Report <br />Pete Kasper announced that Dixie Luke and Tom Alvey would speak at the November meeting on <br />North Fork issues. <br /> <br />John McClow gave an update on the National Park Service's water right quantification case. <br />Subsequently, a committee was formed consisting of: David Baumgarten, Hugh Sanburg, Ken <br />Spann, Randy See, Hank Hotze, and Marc Catlin. The committee will monitor the case and report as <br />needed to the Roundtable on the progress of the case. <br /> <br />1. Presentation by Tom Pitts of the Colorado River Endangered Fish Recovery Program <br />Tom Pitts discussed the Colorado River Endangered Fish Recovery Program and its implications for <br />the Gunnison Basin. Both Bill Trampe and Marc Catlin stated they had high regard for this <br />program. <br /> <br />2. Water Needs Assessment Discussion <br />Bill Trampe stated the Needs Assessment Subcommittee had interviewed three consultants. They <br />had not reached a consensus but agreed to try to negotiate with one of them. As soon as the <br />negotiations were finalized with the DNR, it would be announced - hopefully within the next two <br />weeks. <br /> <br />3 <br />
