September 11, 2006

Report from the IBCC Representatives
Marc Catlin reported that the IBCC meeting would be in Alamosa the next day, and that he needs the
criteria information from the Roundtable to report on at the IBCC meeting.

Bill Trampe noted that the Arkansas Valley Roundtable had developed a spreadsheet and would
share it with the group. He felt that it might be applicable to the needs of the Gunnison Basin
Roundtable.

Bill also mentioned that he was looking for criteria and guideline assessment information to take to
the next IBCC meeting in Alamosa.

Education Committee Report
Tom Pitts, Endangered Fish Recovery Program, will be making a one-hour presentation at the
October meeting.

The Forest Service has asked for an extension of two months to prepare their presentation.

1. Criteria and Guideline Discussion
Ralph Grover prepared and distributed a draft document of the comments that he and Tom
Huerkamp had received from the Roundtable members. Ralph said he had already received
feedback to this document and went over a few changes resulting in a few additional comments. He
agreed to make those changes and have the final version to Eric Hecox by Thursday morning.
Michelle Pierce will forward the document to all Roundtable members.

Eric Hecox will combine the document with comments from other roundtables and create a draft
summary that will be submitted on Friday to the workgroup. The workgroup will then create a
document to send to the IBCC. He was unsure if this final document will be returned to the
roundtables for review.

The discussion then turned to the funding issues, and what the Gunnison Basin Roundtable will
submit to the IBCC regarding distribution of those funds. Some felt that all available funds should
be divided equally among all the roundtables throughout the State, others felt that by doing so would
limit the funds available for larger projects. After lengthy discussion, and an opinion from the IBCC
representatives, Michelle Pierce suggested that funds be distributed to the GBRT in the amount of
$500,000 per year for four years, with the stipulation that GBRT has sole discretion on the
distribution of the funds. The Roundtable agreed by consensus vote.

Eric Hecox announced that a Request for Qualifications (RFQ) has been submitted for an
engineering firm. There are three teams competing for the contract. An Interview Committee
consisting of State employees and an IBCC Subcommittee has been formed. Interviews and
selection are scheduled for September 25, 2006, and a selection will be made by the end of October.

3
