June 5, 2006 Approve Aeenda Changes to the Agenda include: 'Y Eric Hecox - Water Supply and Needs Report for the Gunnison Basin 'Y Next Meeting - July 3rd ? Hugh Sanburg made the motion to approve the agenda as amended. Ron Shaver seconded and the motion carried unanimously. Approve 5/1/2006 minutes. Bud Burgess made the motion to approve the minutes as circulated. Marc Catlin seconded and the motion carried unanimously. Report from the IBCC Representatives Bill Trampe reported on the May 22, 2006 meeting in Glenwood Springs. Discussion was held on developing the by-laws which define the participants, authority, role, and procedure of the IBCC process. A draft of the By-Laws was prepared by Eric Hecox reflecting the IBCC discussion. Eric Hecox was asked to submit a list of qualified candidates to IBCC for their consideration before the June 30, 2006 deadline. Bill Trampe stated that the bill allocating $40,000,000 had been signed on May 26, 2006, into law. The fund will be derived from the deposit and investment of moneys in the severance tax trust fund and will receive ten million dollars each fiscal year which can accumulate and rollover. A prioritization process including amount of money allocated for each type of project will be developed. Bill Trampe stated that to be eligible for funds, a project has to be approved by the local roundtable first, then the State IBCC, and finally the CWCB. Bill Trampe asked for input from members on what should be funded and how. Eric Hecox stated that the intent of the bill was to fund projects that can't qualify for other funding. He asked the group to help define the "holes" requiring funding. Eric Hecox will distribute a memo this week for the Roundtable's review to help develop the criteria and guideline for use of these funds. This issue will be discussed at the next meeting. Eric Hecox pointed out that the only firm deadline is that any funds left in 2010 will revert back to the operational account. Report from Educational Committee - Update on House Bill 1179 Eric Hecox stated that details of Senate Bill 06-179 (Concerning Additional Financial Support for Water Projects) had been discussed prior. Another House Bill that has passed is 06-1400 (Concerning Interbasin Compacts). Water Supply and Needs Report for the Gunnison Basin - Eric Hecox SWSI report is being used as a start point of the needs assessment. It is being converted to a format that be utilized. Eric Hecox reported that the PDF is currently available on the web site. Tyler Martineau requested that each Roundtable member be furnished a hard copy. Ten copies were made available and the balance of the Roundtable will receive their copies after July 1, 2006. Educational Presentation - Attorney John McClow Attorney and Roundtable member John McClow gave a presentation on the legal issues associated the Gunnison Basin a copy of which is incorporated herein and attached hereto as Exhibit A. 3
