<br />June 5, 2006 <br /> <br />Approve Aeenda <br />Changes to the Agenda include: <br />'Y Eric Hecox - Water Supply and Needs Report for the Gunnison Basin <br />'Y Next Meeting - July 3rd ? <br /> <br />Hugh Sanburg made the motion to approve the agenda as amended. Ron Shaver seconded and the <br />motion carried unanimously. <br /> <br />Approve 5/1/2006 minutes. <br />Bud Burgess made the motion to approve the minutes as circulated. Marc Catlin seconded and the <br />motion carried unanimously. <br /> <br />Report from the IBCC Representatives <br />Bill Trampe reported on the May 22, 2006 meeting in Glenwood Springs. Discussion was held on <br />developing the by-laws which define the participants, authority, role, and procedure of the IBCC <br />process. A draft of the By-Laws was prepared by Eric Hecox reflecting the IBCC discussion. Eric <br />Hecox was asked to submit a list of qualified candidates to IBCC for their consideration before the <br />June 30, 2006 deadline. <br /> <br />Bill Trampe stated that the bill allocating $40,000,000 had been signed on May 26, 2006, into law. <br />The fund will be derived from the deposit and investment of moneys in the severance tax trust fund <br />and will receive ten million dollars each fiscal year which can accumulate and rollover. A <br />prioritization process including amount of money allocated for each type of project will be <br />developed. Bill Trampe stated that to be eligible for funds, a project has to be approved by the local <br />roundtable first, then the State IBCC, and finally the CWCB. Bill Trampe asked for input from <br />members on what should be funded and how. Eric Hecox stated that the intent of the bill was to <br />fund projects that can't qualify for other funding. He asked the group to help define the "holes" <br />requiring funding. Eric Hecox will distribute a memo this week for the Roundtable's review to help <br />develop the criteria and guideline for use of these funds. This issue will be discussed at the next <br />meeting. Eric Hecox pointed out that the only firm deadline is that any funds left in 2010 will revert <br />back to the operational account. <br /> <br />Report from Educational Committee - Update on House Bill 1179 <br />Eric Hecox stated that details of Senate Bill 06-179 (Concerning Additional Financial Support for <br />Water Projects) had been discussed prior. Another House Bill that has passed is 06-1400 <br />(Concerning Interbasin Compacts). <br /> <br />Water Supply and Needs Report for the Gunnison Basin - Eric Hecox <br />SWSI report is being used as a start point of the needs assessment. It is being converted to a format <br />that be utilized. Eric Hecox reported that the PDF is currently available on the web site. Tyler <br />Martineau requested that each Roundtable member be furnished a hard copy. Ten copies were made <br />available and the balance of the Roundtable will receive their copies after July 1, 2006. <br /> <br />Educational Presentation - Attorney John McClow <br />Attorney and Roundtable member John McClow gave a presentation on the legal issues associated <br />the Gunnison Basin a copy of which is incorporated herein and attached hereto as Exhibit A. <br /> <br />3 <br />
