<br />May 1, 2006 <br /> <br />Education Committee Report <br />The Education Committee had nothing to report. <br /> <br />Presentation by Frank Kugel of the Colorado Division of Water Resources <br />Frank Kugel of the Colorado Division (4) of Water Resources gave a presentation on Colorado's <br />water administration system. <br /> <br />After the presentation, Randy See requested clarification regarding the Gunnison River being over- <br />appropriated. Frank Kugel said there is no reliable quantity of water in any given year and <br />availability was runoff dependent. There was a discussion regarding critical calling structures within <br />the Gunnison Basin and Frank was asked about the State's decision process for allocating shortages <br />of water. Frank Kugel said that traditionally the most critical time is in late April. Reclamation <br />delivers water out of the Aspinall Unit needed to satisfy senior water rights and that anything junior <br />to the 1912 Redlands Power Canal right could be curtailed. He also mentioned that Blue Mesa has a <br />1957 storage right. <br /> <br />Roundtable Caucus <br />Michelle Pierce began the discussion by announcing that the agenda is set for the May 18 <br />Roundtable Caucus. She would not be able to attend but Hugh Sanburg would be delivering <br />comments to the Caucus. Michelle requested that attendees give a report back to the Roundtable. <br />She also requested comments and issues be sent to Hugh via email prior to the Caucus for his <br />consideration. <br /> <br />Bill Trampe indicated that the River District put the agenda together for the meeting and the <br />Roundtables attending would be; Yampa, Mainstream Colorado, San Miguel/San Juan/Dolores, and <br />Gunnison. He wants the Roundtable to think about the future development of the Western Slope. <br />David Baumgarten recommended that the Roundtable send a very strong signal that the Western <br />Slope wants to preserve our opportunities for the future. <br /> <br />There was discussion about inviting IBCC representatives from other roundtables to visit the <br />Gunnison Basin Roundtable (GBRT) meeting, and the question was asked what kind of meeting it <br />should be. Roundtable members felt that it would be important to have items that are serious issues <br />for the Gunnison Basin. It also may be more important for GBRT members to visit other <br />Roundtable meetings and report back what they are thinking. General consensus was that the IBCC <br />shouldn't come until the GBRT has something substantial to say which would probably be after the <br />SWSI II effort was complete. <br /> <br />Vision Statement <br />Michelle Pierce prompted a discussion about a vision statement and how it is going to be developed. <br />Several suggestions were made on how to proceed. Dennis Steckel suggested that a vision statement <br />should reach out to the year 2050. Marc Catlin reminded the group that a statement had already <br />been created in Section 2 of Article I which read "The purpose of this Roundtable is to cooperatively <br />act to develop long-term solutions to conserve, protect, and defend the waters of the Gunnison Basin <br />for the use, enjoyment, and benefit of the people of the Gunnison Basin." <br /> <br />Ralph Grover made a motion to accept this statement as the vision statement. The motion was <br />seconded by Dennis Steckel and discussion continued. <br /> <br />3 <br />
