February 6, 2006

Representative Curry said that the legislation is written to endorse the Charter. The draft Charter
discussed today will then go back to the IBCC to be finalized. It is supposed to be written in the
form of a bill, and Senator Isgar concurred by saying the Charter is meant to bring everyone
together.

The legislators were asked if the time constraints in the bill are not met, will this be an
insurmountable hurdle? Both Representative Penry and Curry responded by saying it would not be a
problem. A reasonable deadline just needed to be made, but if it needs to be pushed out, it is not
insurmountable.

Legislators were also asked about future appropriations if the bill goes through. Statutes mandate
roundtables accomplish some things, but they haven't been funded. The response was that there will
be funds for roundtables.

Report from IBCC Representatives (con't)
Bill Trampe stated that we need to move forward with the Charter review so that we are in tune with
the rest of the state and not get left behind. Comments on the Charter, Bylaws, and Ground Rules
should be made and forwarded to the IBCC at their March 3 meeting.

Hugh Sanburg made a motion that the group review the documents and send their comments and
recommendations to the Chairperson, and she will forward them to the two IBCC representatives
who will then take those comments to the state. Pete Kasper seconded the motion. The vote was 19
to 8, motion denied.

Michelle Pierce recommended that a committee consisting of she, Bill Trampe, Marc Catlin, Mike
Berry, Hugh Sanburg, David Baumgarten, be formed to review and compile the comments received
by members of the Roundtable.

Ralph Grover made a two-part motion: 1) Support Michelle Pierce to put together a committee to
compile comments, and give them to the IBCC representatives to take to the IBCC meeting, and 2)
the majority vote approves. The motion was seconded by Greg Clifton and carried unanimously.

Next Meetine
The next meeting of the Gunnison Basin Roundtable will be March 6,2006.

Adiourn
There being no further business to come before the Roundtable, the meeting adjourned at 7:30 pm.

~~

Mike Berry, Recorder

4
