<br />February 6, 2006 <br /> <br />Chairperson's Report <br />There were no questions for Michelle Pierce regarding her report. <br /> <br />Recorder Committee Report <br />Mike Berry introduced Sharon Dunning again. Roundtable discussed amount of time the job <br />requires, funds available, and employment contract. Jim Hokit made the motion to pay the Recorder <br />Assistant $200 per meeting. Ron Shaver seconded and the motion carried unanimously. <br /> <br />Mike Berry volunteered Tri-County Water to handle the Roundtable's accounting which would <br />include collecting funds, paying the recorder, and reimbursement requests from the State. <br /> <br />Ken Spann made the motion authorizing the Chairman and Vice Chairman to enter into a contract in <br />which they are comfortable with the Assistant Recorder. Bill Brougham seconded and the motion <br />carried unanimously. <br /> <br />Report from the IBCC Representatives <br />Marc Catlin reported on the first meeting of the IBCC which was on February 3, 2006. All 27 <br />appointments to the IBCC were present at the meeting. <br /> <br />Russell George's stewardship of water rights is not supposed to modify doctrines in place. It is <br />about people having input, not the legislature telling the people how it is going to be. <br /> <br />Marc said there were lots of players at the table that they were as grassroots as this Roundtable. <br />They are looking for ways to fix problems across the state and looking to the future. They want to <br />see our comments to the draft Charter. <br /> <br />Bill Trampe reiterated that there are two directions that the IBCC may try to take. There may be a <br />"Catch 22" as the process allows grassroots input and still give direction from higher level. We need <br />to provide input back to the facilitators. <br /> <br />Olen Lund mentioned he was pleased with the Gunnison Basin's input. <br /> <br />Education Committee Report - Presentation by Eric Kuhn.. Colorado River Water <br />Conservancy District <br />Eric Kuhn presented a history and overview of Colorado water issues and challenges and risks in <br />developing plans for Colorado Water. Outline of presentation is available upon request. <br /> <br />Conference Call with Senator Isear.. and Representatives Curry and Penry <br />Josh Penry began the conference call by asking the Roundtable what issues they wanted to discuss. <br />Michelle Pierce responded that it was two-fold: The process of the IBCC Charter, and legislation's <br />role in approval. <br /> <br />Representative Penry said the impetus is to try to empower the community roundtables. The <br />roundtables are to develop the charter and the legislature will ratify. This position was shared by <br />Representative Curry and Senator Isgar. The way the bill is written, they have to approve what the <br />roundtables agree to. <br /> <br />3 <br />
