Draft

Randy See indicated that he has put his name forward for the environmental
gubernatorial appointment.

Bill Ferguson said that he believes that representatives should come from this roundtable
and that because of the philosophical split in the basin one should come from the Upper
portion of the basin and one from the Lower. Ralph Grover agreed with both of Mr.
Ferguson's comments.

Director George was asked what the time commitment was for the Interbasin Compact
Committee. He indicated that it would likely be one day meeting once a month. He did
not know at this point how many months but the Charter was due by July 1 st of next year.
The charter was the first and main task of the IBCC right now.

Bill Ferguson asked if there would assistance for travel and lodging. Director George
indicated that the Department of Natural Resources could do reimbursement for mileage
and possibly one night of lodging. This may change next year as he will seek more
funding from the legislature for the process to continue.

Tyler Martineau stated that he believed that the group needed to pass it by-laws before it
selected the IBCC members. He expressed concerns that the by-laws alone were a lot to
cover at the next meeting. The IBCC selection was a crucial step and should not be
rushed.

Marc Catlin stated that he felt it was to the group's advantage to get the IBCC
representatives in place as soon as possible so as not to fall behind the other basins.
Director George indicated that the Y amp a- White was the only basin to as of yet select its
IBCC members. The Arkansas roundtable meets again on Thursday and they may get to
this. All the other are going to be meeting again in November or early December and
have this done.

Bill Ferguson reiterated his belief that it would be helpful to have a list of those willing.
Bill Trampe stated that it was not just a matter of willingness but of strategy for the IBCC
as well.

John McClow moved to table consideration until get all additional 10 seats filled. 2nd???
Motion carried.

Eric Hecox stated that there two more candidates received 2/3rds vote - they are David
Baumgarten and Mike Ahlberg.

Discussion ensued about the role of Redlands. Tom Huerkamp moved to hold the final
seat open for Redlands, and if they do not want it, then finish the selection process. Tyler
Martineau seconded.

14
