<br />Upper Arkansas Water Conservancy District <br />November 9, 2004(Revised November 24,2004) <br />Page 2 of 4 <br /> <br />Agenda Item 14c <br /> <br />The 10-acre reservoir is on the.North Fork channel and has a dam crest width of 15 feet; a length of <br />, approximately 500 feet and a reservoir surface area of 10 acres. The outlet pipe was inspected in 1999 <br />by videotape and showed significant rusting of the pipe walls, which require repair. In addition, the <br />outlet gate has started to fail and cannot be re-seated thereby causing leakage through the closed gate. <br />The intake structure restricts access to approximately 100 acre-feet of reserVoir storage. 67 acre-feet of <br />the dead storage will become active storage as part of the first phase of the Project. The enlargement <br />phase will increase the Reservoir capacity from 500 acre-feet to 1095 acre-feet. The State Engineer's <br />Office has indicated that the Dam will soon be changed from a Class 2 to a Class 1 dam, therefore <br />needing an increase in spillway size and freeboard height. <br /> <br />Feasibilitv Study <br /> <br />Terry Scanga, Upper Arkansas Water Conservancy District's General Manager and Secretary, has <br />completed the feasibility study in accordance with CWCB guidelines. The study includes engineering <br />and cost es~imate prepared by Christopher Manera, PE, Colorado River Engineering. <br /> <br />The Upper Arkansas Water Conservancy District <br /> <br />The District is located in Salida, Colorado. The District serves to protect and develop water supplies in <br />Chaffee, Western Fremont and Custer Counties. The District operates pursuant to Article 45, CRS. The <br />District was formed in 1979 and operates five reservoirs in the Arkansas River System and owns <br />shares of Twin Lakes Canal Company, Fryingpan-Arkansas Water "Project Water", and native <br />Arkansas Basin water rights, In 1994 the District created the Upper Arkansas Water Activity Enterprise <br />to provide a blanket augmentation plan for the water needs of the District. To date augmentation water <br />is provided t01400 agricultural, industrial, and municipal users. <br /> <br />Water Riahts <br /> <br />In 1982,595 acre-feet of storage was decreed conditional. In 1987,495 acre-feet was made absolute, <br />with 100 acre-feet identified as dead storage. In 1984, an additional 500 acre-feet of conditional storage <br />rights were decreed establishing a total capacity of 1095 acre-feet and a maximum dam height of 55 <br />feet. The Reservoir has historically been kept at capacity. The tributary area above the dam is 2000 <br />acres with elevation ranging from 11,400 feet to 13,070 feet. In addition to the North Fork Reservoir, the <br />District has several decrees for augmentation and storage rights, The Oistrict's augmentation plan . <br />covers South Arkansas and Poncha Creek to the confluence with the Arkansas River, Cottonwood <br />Creek, Chalk Creek, Cherry Creek, as well as the main stem of the Ark~nsas River, <br /> <br />Proiect Description <br /> <br />The Project will rehabilitate and enlarge the Reservoir. Without this rehabilitation, the Reservoir may <br />soon be restricted by the State Engineer's Office due to a failing outlet pipe and gate. Four alternatives <br />were analyzed in the feasibility study: <br /> <br />1 ) No action alternative <br />2) Inspect and repair gate. <br />3) Rehabilitate pipe and expansion of spillway <br />4) Rehabilitate and expand reservoir capacity <br />
