<br />d. The survey seeks to identify CBRT members who are influential outside the CBRT, since it <br />is assumed that CBRT members already know who are the influential participants within the <br />roundtable. <br /> <br />e. Tom Clark, Kremmling Mayor, remarked that he realized after taking the survey, that he only <br />knows about half of the participants at the CBRT. <br /> <br />f. Louis Meyer, P.E. with Schmueser Gordon Meyer and representing Garfield County, <br />mentioned that the results could be skewed since most roundtable members own water rights, <br />and their opinions may differ from citizens that do not own water rights. <br /> <br />g. John Rosapeppe, Trout Unlimited, commented that the CBRT was more open than other <br />roundtables where participants defer more to the chair. Julie Lynn remarked that this may be <br />borne out by the network survey results. Another member commented that the CBRT has <br />many members from outside the the traditional water buffalo community on the Front Range, <br />and that could explain why Front Range water stakeholders are alarmed by the roundtable <br />process. <br /> <br />h. All CBR T members should take the survey, since results will be more valid if more members <br />participate. Contact Dave Merritt to take the survey. <br /> <br />7. Rick Brown, CBRT, IBCC Staff Report- Update on Water for the 21st Century Grants <br />and roundtable member discussion of NCNA impacts on existing water rights. <br /> <br />a. There is no consensus at this point on the role that the IBCC should play in evaluating grant <br />applications. The CBRT has the deciding role. <br /> <br />b. In the first grant cycle, 17 grant applications totaling $4.2 million were received, and $2.1 <br />million were grants recommended by the Colorado Basin Roundtable. <br /> <br />c. Every grant scope of work should address 3 issues: <br /> <br />1. Objectives - what is the grant trying to accomplish. <br />11. Method - How will these objectives be met. <br />111. Deliverables - What is expected to be produced by the grant. <br /> <br />The grant budget should specify how the money would be spent and at what rates. <br /> <br />d. The Colorado Senate Agricultural will vote on the following appointments to represent the <br />CWCB at roundables: <br /> <br />1. John Redifer - Colorado Basin <br />11. Barbara Biggs - South Platte <br />111. John Bakesley - Yampa White <br /> <br />e. Committee Rick Brown verified that all results from grants funded by the CBR T will be <br />made public. <br /> <br />f. The CBRT approved every grant application, indicating that the CBRT is deferring to and <br />according great weight to roundtable recommendations.
