<br />IBCC Colorado River Basin <br />Minutes of Meeting on April 23, 2007 <br /> <br />1. Next Meeting: Monday, May 21, Glenwood Springs Community Recreation Center, 1:00 to <br />4:00. <br /> <br />a. ~gE1llii: Discussion of upcoming Water for the 2151 Century Grant requests. <br /> <br />b. Salinity and Selenium in the Colorado River Basin <br /> <br />2. Approve March 2007 meeting minutes. The March 2007 minutes were approved. <br /> <br />3. Reporter: These minutes were prepared by Ken Ransford, Esq., CPA, 970-927-1200, <br />kenransford@comcast.net. <br /> <br />4. Upcoming meetings: <br /> <br />a. May 23: Montrose CWCB meeting. <br /> <br />b. A workshop will be held in Gunnison on May 24 from 10:00 to 3:30 to attempt to adopt a <br />common approach to do a NCNA. <br /> <br />c. A joint roundtable meeting of the 4 Western Slope roundtables will be held Monday, <br />June 18,2007, in Montrose. The agenda includes: <br /> <br />1. Eric Kuhn will discuss the Colorado River Compact and responding to a Lower <br />Basin Call. <br />2. SB 122 (if it passes) calls for a study of water availability in the Colorado River. <br />3. Recent case that requires additional water to flow down the Black Canyon of the <br />Gunnison River. <br />4. Aaron Million's proposed Green River Pumpback project. <br /> <br />5. Report from other Roundtables - None. <br /> <br />6. Survey of spheres of influence in the CBRT. <br /> <br />a. Lyn Kathleen, PhD, with the Colorado Institute of Public Policy, Julia Lynn, Research <br />Assistant, and Regal Wascomb, Executive Director of the water Research Institute, all with <br />CSU, conducted a survey ofCBRT members to determine a conceptual map of stakeholders. <br /> <br />b. The survey goal is to determine how CBR T members connect and communicate, in order to <br />determine how decisions are made through informal social networks. The study focuses on <br />ties between people rather than characteristics of people, such as their job titles or employers. <br />The survey listed all of the CBR T members by name and asked participants to rate who are <br />the most influential members among Colorado water stakeholders, and how often they <br />communicate with those individuals. <br /> <br />c. The Education and Outreach subcommittee of the IBCC funded the study, and the CBRT was <br />the first roundtable that took the survey. It is hoped that other roundtables will also take the <br />study. The results will be written up, and discussed with the CBRT.
