When do municipal and industrial users need water

How to come to agreement with Summit and Eagle counties: It is a very technical and involved
Issue.

C. Tom Lon2, Summit County

Has faith in UpCo's numbers;
Summit County is looking at small reservoirs;
Water everywhere but not a drop to drink;
Demands are as little as 100-acre feet;
But some users can take 160,000 acre feet (1,600 times more);
Grand, Summit and Eagle counties came together because there already exists
interbasin tunnels to the eastern slope.
"We've already given about all we can give."
They have been having technical discussions with Denver.

D. Rick Sackbauer, Vail Resorts and Eagle River Water Sanitation District

Denver has already attacked Eagle County's water and has more water rights in Eagle County
than in Denver County.

Summit, Eagle, and Grand counties and the Grand Valley group, represented by Mark
Hermundstad have come together. There is a dialogue with Denver and some progress.

E. Stan Cazier, Middle Park Water Conservancy District

Three counties have crossover of many issues.

. Water quality: flow between Dillon and Green Mountain Reservoir.
. Water quality problems in 2002 in Grand Valley.
. Major costs to Water and Sanitation District due to low flow in stream.
. The low flows in 2002 were way lower than had ever been seen before.

Farming and ranching have gone on the wayside because there is so little money in it. Recreation
is a major issue in Upper Colorado in Grand County because there is more money in it.

F. Eric Kuhn, Colorado River Water Conservancy District

Blue River Decree: Colorado Big Thompson in 1930s--followed same process as this IBCC.
There was a drought n the 1930s in addition to the Depression

The Colorado Big Thompson was based on the principle that before meeting eastern slope water
needs, western slope needs must be met first. The Big Thompson project started with this
premise, and it's still the overriding principle today.

L\CWCB Imaging\Caleb\Minutes\Colorado\2006\Colorado 1-23-06 Minutes.doc

5
