Approve minutes from November 14 and December 12, 2005 <br /> <br />The November 14,2005 and December 12,2005 meeting Minutes were approved. <br /> <br />Next Meeting: Monday, February 27, 2:00 - 5:00 PM Glenwood Springs Rec Center. <br /> <br />3. Review and Confirm Final Bylaws <br /> <br />Art IV, Section 4, of the Bylaws should be changed to read: "in-basin" member in Section 1 <br />shall have one vote." <br /> <br />The above change to the Bylaws was approved. The Bylaws were adopted as changed. <br /> <br />4. Planning for the Upcoming Year <br /> <br />A. Vision of the Process and Proposed Agenda for 2006 - Eric Hecox, Manager, Office of <br />Interbasin Compact Negotiations, Colorado Department of Natural Resources <br /> <br />To do now: Do Water Interest Assessment (W AI) <br /> <br />Beliefs and values about water <br />Let people know your values <br /> <br />Basin-wide water needs assessment (WNA) <br />Combine W AI with technical analysis <br /> <br />To do now: Identify problems and determine alternatives <br /> <br />SWSI Phase 1: Information regarding water basins: Discovered information and 20% <br />water gap projected for 2030. <br /> <br />SWSI Phase 2: Information is organized by topics, not by basin. <br /> <br />1) <br /> <br />Environmental/Reclamation <br />2) Conservation <br />3) Agricultural Transfers <br />4) GAP <br /> <br />SWSI Phase 2 completed <br />by July 2006 <br /> <br />B.
