HB 1177 Meeting - Colorado River Basin Minutes of Meeting on February 27, 2006 Next Meeting: Monday, March 27, 2006, at Glenwood Springs Community Center, from 2:00 pm - 5:00 pm 1. Approve Minutes from January Meeting. Motion by Louis Meyer, seconded by Tom Clark. All voted in favor. 2. Report from other Roundtables a. Mark Pfifer - Arkansas Basin Roundtable - The Colorado basin is a good place to look for additional supplies. b. Doug Scott - Metro Area Roundtable 3. Small Group Discussions: The Roundtable broke up into 9 separate tables of 4 to 5 individuals at each table, based upon random selection, with discussion topics provided by Rod Sharp. 4. Report back from the small groups. What Issues Do the Small Groups Want to Discuss in the Future: Group 1: Identify 10ng- and short-term goals and framework. Where we are and where we go :Ii'om here. Group 2: SWSI dealt with municipalities, agriculture and industry but overlooked recreation and habitat. Need an assessment by basin. Need to develop criteria that all basins use to evaluate their consumptive and non-consumptive use. Group 3: How impacts in one county are felt in other counties. Some counties have 1041 powers, some don't-what type of standing would they have if all counties adopted 1041 powers. Group 4: None. Group 5: Basin water needs assessment has to be complete. Land use and growth are tied into water use. Consider how downstream states are affected by IBCC decisions. Should we discuss current legislative proposals? Group 6: Needs Assessment. Get money in a legislative bill to spend on the 1177 process. 2030 is nearby and we do not have 20% needs met. Look at more long term. Group 7: Water Conservation. Get panel of economists here to do a roundtable discussion. Different economists should present agricultural, domestic and recreational uses.
