<br />HB 1177 Meeting - Colorado River Basin <br />Minutes of Meeting on February 27, 2006 <br /> <br />Next Meeting: Monday, March 27, 2006, at Glenwood Springs Community Center, from <br />2:00 pm - 5:00 pm <br /> <br />1. Approve Minutes from January Meeting. Motion by Louis Meyer, seconded by Tom <br />Clark. All voted in favor. <br /> <br />2. Report from other Roundtables <br />a. Mark Pfifer - Arkansas Basin Roundtable - The Colorado basin is a good <br />place to look for additional supplies. <br />b. Doug Scott - Metro Area Roundtable <br /> <br />3. Small Group Discussions: The Roundtable broke up into 9 separate tables of 4 to 5 <br />individuals at each table, based upon random selection, with discussion topics provided by <br />Rod Sharp. <br /> <br />4. Report back from the small groups. What Issues Do the Small Groups Want to Discuss in <br />the Future: <br /> <br />Group 1: Identify 10ng- and short-term goals and framework. Where we are and where we go <br />:Ii'om here. <br /> <br />Group 2: SWSI dealt with municipalities, agriculture and industry but overlooked recreation and <br />habitat. Need an assessment by basin. Need to develop criteria that all basins use to <br />evaluate their consumptive and non-consumptive use. <br /> <br />Group 3: How impacts in one county are felt in other counties. <br />Some counties have 1041 powers, some don't-what type of standing would they have <br />if all counties adopted 1041 powers. <br /> <br />Group 4: None. <br /> <br />Group 5: Basin water needs assessment has to be complete. <br />Land use and growth are tied into water use. <br />Consider how downstream states are affected by IBCC decisions. <br />Should we discuss current legislative proposals? <br /> <br />Group 6: Needs Assessment. Get money in a legislative bill to spend on the 1177 process. 2030 <br />is nearby and we do not have 20% needs met. Look at more long term. <br /> <br />Group 7: Water Conservation. <br />Get panel of economists here to do a roundtable discussion.
