<br />d. CDM will set up an Eroom on their website that allows the CBRT to store and access <br />documents. <br /> <br />8. Discussion of needs assessment. <br /> <br />a. Examples of existing needs assessment databases include: <br /> <br />1. Instream Flow Decision Support System: Ross Bethel, PE, a member of <br />CDM's team, is an expert on this program and could demonstrate it at a later <br />CBRT meeting. Ray Alvarado of CWCB is also an expert on this. <br /> <br />11. Colorado Decision Support System: CWCB, the Colorado Water Conservancy <br />Board, developed this program which considers stream flows and water rights. It <br />is difficult to use. <br /> <br />111. Eswim. <br /> <br />b. CDM should consider the cumulative impacts projected to the year 2100 of: <br /> <br />I. Energy projects <br />II. Firming projects <br />Ill. Conditional water rights <br />IV. Population growth on the Western Slope <br />v. Shoshone call <br /> <br />c. A hydro graph indicating stream flows at different locations on rivers with and without <br />the exercise of conditional water rights should be prepared. Chuck Ogilby mentioned <br />that this was done on the Eagle River and that it was very useful. <br /> <br />d. CDM should prepare a methodology and then apply it statewide. Lurline CUlTan <br />recommended that CDM complete the upper Grand County needs assessment and <br />develop the methodology based on this. Lurline will submit a HB 1400 Task Order grant <br />request for this. <br /> <br />e. Sue Morea mentioned that Kent Ventries of Blue Sky Rafting in Steamboat Springs <br />reported on water recreation indicating popular floating and fishing segments that was <br />well received by the Y amp a- White Roundtable, and she encouraged the CBR T to have a <br />similar presentation. <br /> <br />9. CDM team report. <br /> <br />a. CDM engineers Sue Morea (Boulder) and John Sikora, PE (Glenwood Springs), are both <br />assigned to the CBRT. <br /> <br />b. CDM has assembled a group of at least 15 consultants to assist in preparing the needs <br />assessment. <br /> <br />c.
