support the Yampa- White Roundtable grant request since this issue is common to both
roundtab les.

6. New business.

a. Kurt Klancke recommended that a future roundtable educational session include a
presentation on Senate Bill 80, which addresses minimum flows released from Granby
and Green Mountain Reservoirs pursuant to the Colorado Big Thompson project for
fishing and agricultural needs.

b. Phil Overeynder requested that a similar presentation be done on the Hunter-Fryingpan
Project.

c. Louis Meyer recommended that other interests such as fishing be invited in addition to
Xce1 Energy to discuss the impact of the new Shoshone call reduction.

7. Eric Hecox report

a. The roundtables must report to the Legislature by October 31 each year. The CBRT
edited the Colorado Basin Roundtable's report, which CDM prepared after reviewing
prior CBR T meeting minutes. Edit highlights include:

1. Concern that SWSI inadequately addressed consumptive and non-consumptive
needs of the Colorado basin and, in particular, failed to address the energy
development impacts on water quality and supply.

11. The CBR T strongly believes that a basin wide needs assessment is needed.

111. A copy of the report will be available on the IBCC website.

b. House Bill 1400 includes money for grant requests in addition to SB 179; $600,000 is
currently available and will be for each of 4 years.

1. The IBCC decides how HB 1400 funds will be spent; there are no formal grant
guidelines.

11. Roundtables should clarify if they are requesting grant funds under SB 179 or HB
1400.

111. Roundtable should submit grant requests known as Task Orders under HB 1400
directly to CDM requesting technical support.

IV. Examples ofHB 1400 requests include the Yampa-White Roundtable's request
for money analyze the impact that energy development will have on water
supplies, or Grand County's request to complete its needs assessment.

c. Eric Hecox (ibc@state.co.us) will make available grant requests from the other basins so
that the CBRT can coordinate its grant requests with other roundtables.

L\CWCB Imaging\Caleb\Minutes\Colorado\2006\Colorado Minutes Oct 2006 CBRT.doc

2
