<br />6. CWCB Report - John Redifer <br /> <br />a. CWCB Statewide SB 179 Funding Grant Cycle. The CWCB approves Statewide SB <br />179 funding requests twice a year, at their March and September meetings. Roundtables <br />must submit grant requests 2 months before these meetings. Therefore the CBRT must <br />submit grant requests by January for the March CWCB meeting and by July for the <br />September CWCB meeting. <br /> <br />1. The CBRT must submit grant requests to CWCB by January 11 in time for the <br />March 2007 meeting. This is before CBRT's regularly scheduled meeting on <br />January 22,2007. The next opportunity to submit grant requests for Statewide SB <br />179 funding will be July 2007 in time for the CWCB September meeting. <br /> <br />b. IfCBRT requests CWCB approval for funds allocated from the CBRT Basin Account, <br />the CWCB can act on these requests at any time, so there will be a two-month turnaround <br />between the time the CBRT forwards a request to CWCB and the time CWCB can act on <br />the request. <br /> <br />c. The CWCB is likely to approve CBRT requests to use CBRT Basin funds ($500,000 for <br />the fiscal years ending 6/30/07 and 6/30/08 have been allocated to the CBRT, for $1 <br />million total) provided the project (1) clarifies water needs for the basin, and (2) is <br />designed to meet those needs. <br /> <br />7. CDM Report: Sue Morea. <br /> <br />a. CDM received a 3-year contract to work with CWCB to administer Senate Bill 179 <br />funding requests. <br /> <br />b. $220,000 of the $600,000 allocated by House Bill 1400 will be used by CDM for <br />administration expenses. This leaves $380,000, or $42,000 per roundtable, to be spent as <br />recommended by each roundtable to develop the scope of future studies. <br /> <br />8. Non-Consumptive Needs Assessment <br /> <br />a. There was extensive discussion regarding reserving funds for a non-consumptive and <br />consumptive needs assessment for the Colorado Basin, as discussed in Lane Wyatt's <br />motion that was passed at the November CBRT meeting. <br /> <br />b. Tom Long recommended that the Statewide SB 179 funds pay for this since what <br />happens in the Colorado Basin impacts the entire state. <br /> <br />c. A motion to reserve 1/3 of the $1 million CBRT Fund, or $330,000, to do a non- <br />consumptive and consumptive needs assessment for the Colorado Basin did not pass, <br />with 9 no votes and 13 yes votes. <br /> <br />d. A working group was formed to develop a non-consumptive and consumptive needs <br />assessment for the Colorado Basin; Ken Neubecker, Rose Ann Sullivan, Louis Meyer, <br />Bruce Hutchins, Phil Overeynder, Ken Ransford, and Lane Wyatt volunteered to join this <br />committee, to be chaired by Ken Neubecker.
