V. Selected alternative: <br />The proposed alternative is a unique solution for the Town and past <br />attempts to draw water from the major waterway of the Colorado River <br />have eliminated less appropriate concepts. The Town has dealt with ttus <br />issue for over 50 years and this design and concept appear most <br />promising. <br />The design will accommodate 3.5 cfs{1,570 gpm) and produce adequate <br />head to fill the existing 250,000 gallon reservoir 4,000 ft northerly and <br />180 ft higher than the River. <br />No additional easements or Right of Way would be necessary for this <br />project. <br />There are many benefits to tlus project, which include: <br />1. Good utilization of untreated water. <br />2. Improved. efficiency to the Town's domestic water system <br />3. Reduced demand on the Town's water treatment plant. <br />4. Raw water storage being available for water treatment, if <br />necessary. <br />5. Cost savings to the Public for irrigation needs. <br />The schedule for this work is Spring of 2007. The pipelines will be <br />complete by Mar. 2007 and the pump system design and bidding will be <br />ready prior to Mar. 2007 <br />VI. Financial Program: <br />The Town has $ 250,000 reserves for Public projects of this nature and <br />this program will generate revenues to be self sustaining, as an Enterprise <br />Fund. <br />A. A partial Crrant and Loan program would be desired; however, the <br />Town would be appreciative for a low interest Loan. The project cost <br />is expected to be $ 3'70,Q00, and a loan of $250,000 is requested. <br />B. No other sources of funding are being requested for this project. <br />C. Detailed projection of Revenue and Expenditures: <br />D. An Irrigation Enterprise fund will be created and present assets will be <br />deeded to the district. <br />l. Present allocated fimds: $100,000 from reserves. <br />2. Annual service fee revenue =$10,000 <br />3. Annual op�rating costs =$ 3,510 (DeBeque share) <br />4.
