The study indicates the following needs:

County

Municipal and
Industrial (M&I)
Shortages

Environmental!
Recreational
Shortages

Grand
Summit

100' s of acre feet (AF)

100's of AF

18,000 AF Moffatt
24,000 AF Windy Gap

1,000's of AF
10,000's of AF

Denver

. After full build out, Dillon Reservoir will be significantly reduced so that boat ramps
will be unusable for 30-40% of the time.

. New storage will be needed to meet environmental concerns. Wolcott is the best
storage site.

. Next step: Complete the modeling; it should be done by July 31,2006.

. GMR releases do not accommodate downstream water rights that have been perfected
since 1977.

. Problem: The Summit County communities around Dillon Reservoir are concerned
with phosphorous loading to the reservoir, which could lead to algae blooms. The
only way to prevent this is to increase treatment plant capacity to remove
phosphorus and this costs money.

Eric Kuhn: Colorado's only solution is to build more storage to capture runoff at peak
times in wet years before it leaves the state.

5. The next meeting will be held on July 24,2006.

a) Bill Bates, Denver Water, will discuss the Shoshone call agreement between Denver
Water and Xcel Energy.

b) Break into subgroups to discuss potential IBCC grant requests and to discuss Eric
Hecox's May 24,2006 memo questions. Subgroups will be by river basin: Blue,
Eagle, Fraser, Roaring Fork, and Lower Colorado.

L\CWCB Imaging\Caleb\Minutes\Colorado\2006\Minutes June 26 06 CBRT Meeting.doc

2
