<br />IBCC Colorado River Basin Roundtable <br />Minutes of Meeting on June 26, 2006 <br /> <br />1. Approve Minutes from May 27, 2006 Meeting. Minutes were unanimously approved. <br /> <br />2. Russell George, Director of Colorado Department of Natural Resources, made a <br />presentation on Senate Bill 179, which allocates $10 million per year for four years ($40 <br />million total). These are referenced below as "IBCC Grants". <br /> <br />a) Three CWCB members plus three IBCC Round Table members will determine the <br />grant guidelines by October 31, 2006. <br /> <br />b) Colorado Basin Roundtable should be thinking of what topics would be good for grant <br />requests. <br /> <br />c) Eric Hecox's 5/24/06 memo presented a list of other funding agencies. The IBCC <br />grant requests should not duplicate those. <br /> <br />The IBCC office will present a list of these alternate granting agencies and list their <br />grant guidelines. <br /> <br />d) At the July 24 Colorado Basin Roundtable meeting, be prepared to answer questions <br />raised by Eric Hecox in his May 24,2006 memo. <br /> <br />3. Don Carlson ofthe Northern Colorado Water Conservancy District (NOlthern) made a <br />presentation on NOlthern's negotiations to take over operations and maintenance of Green <br />Mountain Reservoir (GMR) from the Bureau of Reclamation. He emphasized that this did <br />not determine the amount of water being distributed, only the timing of distributions. <br /> <br />a) Eric Kuhn pointed out that Senate Bill 80 requires that an "unprejudiced agency" <br />should administer the water facilities. <br /> <br />b) Lurline Curran made a motion that: <br /> <br />The Colorado Basin Roundtable will send a letter to the Colorado <br />Congressional delegation recommending that the Western Colorado <br />area office of the Bureau of Reclamation in Grand Junction should <br />oversee administration of any transfer of operations and maintenance <br />at the Green Mountain Reservoir. <br /> <br />The motion was seconded by Richard Proctor and approved unanimously. <br /> <br />4.
