<br />PERMITTING <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FINANCIAL PLAN, INCLUDING CREDIT WORTHINESS AND <br />ALTERNATIVE FINANCING CONSIDERATIONS <br /> <br />(refer to Appendix D) <br /> <br />OPINION OF FEASmILITY <br /> <br />There are no expected or anticipated roadblocks to prevent the High tine Canal <br />Company from successfully completing the Smith Arroyo siphon replacement project. <br />The primary benefit of a new siphQnsystem will help to ensure agairtst a potential <br />failure of the existing deteriorated pipeline system and the delivery of irrigation water <br />to downstream users, as well as allow for the reduced maintenance of a new system <br />~in~~ . <br /> <br />COLLATERAL <br /> <br />(refer to Appendix D) <br /> <br />SOCIAL, ECONOMIC, AND PHYSICAL IMPACTS <br /> <br />The High Line Canal Replacement Siphon Pipeline Project should h~ve no adverse <br />social impacts because the siphon pipeline system is located in a rur~ area generally <br />remote from landowners living in Otero County. There will be no re~reational <br />activities created by the project. <br /> <br />A positive economic impact to the High Line Canal Company will be the assurance <br />that the 334-cfs irrigation water right demand downstream can be met without a <br />potential collapse or other failure of the otherwise existing siphon pipeline system. <br />This condition also applies to the leasing of future irrigation. water st;lpplies to points <br />north (or other). <br /> <br />I <br />I <br />Only during project construction will there be a temporary adverse ~hysical impact at <br />the siphon pipeline crossing of Smith Arroyo, however, the planned ponstruction <br />activities are to occur primarily locally within the High Line Canal Company easement <br />limits for the irrigation canal. The local area of disturbance due to the project <br />construction activities shall be less than one (1) acre total in size. <br /> <br />i <br />No Environmental Assessment (EA) or Environmental Impact Statement (EIS) <br />reporting shall be required for this Smith Arroyo replacement siphon pipeline project. <br />This project is associated only with agricultural irrigation water use and all related <br />construction work shall be limited only to the existing High Line Canal locally at the <br />Smith Arroyo crossing and within the IOO-foot wide easement limits of the High Line <br />Canal.
