Arkansas Basin Roundtable <br />Meeting of March 8, 2006 <br /> <br />Meeting Notes <br /> <br />The meeting notes attempt to follow the agenda. <br /> <br />1. Chairman Hamel was excused from attending the meeting due to a prior commitment. <br />Temporary Recorder Barber opened the meeting with intro ductions. The meeting notes of <br />February 8, 2006 were corrected, the Rotating Crop Management Bill is HB 1124, not HB 1142 <br />as shown. 38 voting members of the 51 seated members of the Roundtable were present, a 75% <br />attendance, and a quorum was established . A 50% majority was determined to be 20 votes, a <br />67% majority to be 25 votes. <br /> <br />2. . The IBCC Representative, Mr. Danielson reported on the IBCC meeting of March 3, 2006. <br />He indicated that the Charter would be reviewed by the Committee on March 24, avail able on the <br />web on March 27, 2006 in order to be submitted to the General Assembly by April 1, 2006, the <br />latest possible date to receive consideration in this session. Representative Curry, the <br />Chairwoman of the House Agriculture Committee, has agreed to carry the bill. The IBCC <br />discussion of consensus was important, with a back - up procedure of a 2/3rd majority able to call <br />for a vote that requires a 2/3rds majority for passage of an item. <br /> <br />rd <br />Mr. Vanderschuere reported that he was excused from attending the March 3 meeting, but <br />th <br />emphasized the importance of feedback from the roundtable prior to the March 24 meeting, <br />which he will attend. Ms. Jane Rawlings attended a portion of the meeting and emphasized in her <br />report the importance of alternates and pro xies to keep the IBCC process moving forward. Mr. <br />Dennis Smith also attended the meeting and was favorably impressed. He complimented our <br />Representative Danielson and the work he is doing on behalf of the Arkansas Basin Roundtable. <br /> <br />3. Mr. Eric Hecox pr esented information on the Vision of the Roundtable Process and possible <br />agenda items for 2006. He highlighted the requirements of the Act, particularly the Basin Wide <br />Water Needs Assessment, and shared his experience from the time he has spent at roundta bles <br />across the State. His hand - out also included Services available from the Department of Natural <br />Resources and the CSU Cooperative Extension. <br /> <br />Mr. Hecox shared research he had done into similar processes that had succeeded and failed in <br />other parts o f the country. Finally, he emphasized that, following completion of the administrative <br />process required by the Act, there is no timetable for the work of the roundtable. Each <br />roundtable can organize itself and its work to serve the interests of the basin . <br /> <br />Following Mr. Hecox’s remarks, a lively discussion ensued. Eventually, eleven (11) ideas were <br />posted for discussion by the group of ways to organize the agenda and roundtable meetings. <br />Rather than organize the next meeting around specific topics, the group was inclined to invest <br />meeting time in small group discussions with two (2) goals: a) To get to know one another better <br />and hopefully begin to build trust, and; b) To generate topics for consideration and perhaps set <br />
