5.7 Facilitator(s). Facilitators shall be engaged as deemed necessary by the IBCC to develop agendas for
and facilitate meetings of the Committee.

5.8 Meeting Notes. Meeting notes summ arizing discussion and decisions taken shall be prepared for regular
and special meetings by the facilitator, or by another designee of the Chairman. These meeting notes
shall be made available to Committee members and the general public within 10 days of a regular
meeting and within 5 days of a special meeting.

5.9 Open Meetings Law. The IBCC shall be deemed to be a State Public Body for purposes of the Open
Meetings Law, Part 4 of Article 6 of Title 24, C.R.S.

5.10 Public Participation. IBCC meetings will be open to the public. Participation and comment by non -
members of the IBCC during the meetings will be at the discretion of the Chairperson , however IBCC
will strive to include a period for public comment during all regular meetings.

5.11 Reimbursement for Exp enses. Members will be reimbursed by the State of Colorado for travel and
lodging, as needed, to attend all regular and special meetings, consistent with state policies for
reimbursement .

5.12 Meetings of Working Groups. Standing and ad - hoc w orking groups sh all determine when and where
their meetings shall occur , and shall publish notice of these meetings in accordance with Section 5.3 of
this Article.

Article V I
Decision Making

6.1 Administrative Decisions. So long as a quorum is present, d ecisions reg arding administrative business
of t he IBCC may be made by supermajority (75%) vote . A dministrative decisions include a pproval of
agenda and meeting notes , s cheduling of future meetings , and setting aside issues for discussion at a
later date.

6.2 Review of Compacts or Other Agreements. The IBCC shall review compacts or other agreements
submitted by the Basin Roundtables in accordance with the framework outlined in the IBCC Charter.

6.3 Broad General Level of Support . So long as a quorum is present, decisions regarding all other business
of the IBCC will be made by seeking to identify and positively affirm a broad general level of support
for or approval of the issue or proposal in question by all Committee members present at the meeting.
An agreement will be considered to have been reached when either the facilitator or a group member has
articulated the proposed agreement, and all IBCC members either verbally affirm their support for it, or
at a minimum agree not to actively oppose or subvert it. The above pr ocess does not require all
Committee members to support a proposal or ultimate agreement to the same degree for an agreement to
have been reached. Some members may strongly endorse a proposal, while others may believe it to be
not ideal, but ultimately wor kable and acceptable.
