The <br />health, safety, and welfare of citizens in the community are enhanced by the project and the <br />delivery and utilization of irrigation flows is improved. The recommended project will confme <br />flood flows to within the project's facilities, thus reducing the hazards and damages of flooding. <br />Irrigation facilities are protected from the effects of flooding and existing water rights are <br />utilized more efficiently. <br /> <br />Benefits of the project are broad in scope and include: <br />Reduction in the frequency and severity due to flooding. <br />Decreasing flood damages to existing developed areas. <br />Reduction in the potential loss of life. <br />Enhancing and restoring the natural and beneficial functions of the floodplain. <br />Alleviating health hazards. <br />Reducing clean-up and maintenance costs. <br />Reducing emergency response demands and recovery costs. <br />Reduce income, rental, sales, and production costs. <br />Reduce the requirement for flood insurance. <br />Remove the requirement to adhere to floodplain regulations. <br />Remove the hesitation for lending institutions to issue loans to properties located in <br />the floodplain. <br />Reduce traffic delays. <br />Increase. recreation opportunities. <br />Protect the Larimer-Weld Irrigation Ditch from flood flows and overtopping. <br />Increase the operational efficiency and availability of existing water rights in the <br />storage and delivery of these water rights. <br />Increase land values for developed and undeveloped lands. <br />Reduce inconveniences. <br />Reduce liability. <br />Increase sense of security. <br />Reduce emotional stress and long term trauma. <br />Improve the aesthetic environment. <br />Improve water quality. <br /> <br /> <br />The project will solve drainage problems outside of the Dry Creek floodplain as well. Under <br />existing conditions stormwater enters the Larimer-Weld Canal from developed properties above <br />the ditch. These flows will cause the ditch to over top in uncontrolled locations generating <br />damages to adjacent properties and the ultimate failure of the ditch embankment. This project <br />would provide a spill structure to relieve the ditch of these flows at a designed location. The <br />project will reduce damages in the floodplain and will reduce stormwater demands on the ditch. <br /> <br />The project will also provide an outlet for flows generated in the Local Basin and will reduce by <br />a factor often the size offlows that stormwater facilities will be needed in the Local Basin. New <br />development will be required to provide the facilities to detain and convey residual flows in the <br />Local Basin. <br /> <br />10 <br />
