<br />the property for the flood control structures Number 3 and 5 as well as the property for the <br />East Vine Diversion and purchase a flood easement for the flood pool for Structures Number <br />3 and 5. <br /> <br />Q20: Under Larimer County and the State of Colorado on page 18, it should be explained that the <br />County will request a loan of up to $3.9 million from the Severance Tax Trust Fund <br />administered by the CWCB and that the City and County will relinquish the existing <br />Construction Fund authorization of $920,000. Is the West Vine Stormwater Utility the <br />entity with which the CWCB would contract for a loan? <br /> <br />R20: This paragraph will be revised to read: <br /> <br />Larimer County will request a new loan of up to $3.9 million from the Severan ce Tax Trust <br />Fund administered by the CWCB. Larimer County and the City of Fort Collins will <br />relinquish the existing Construction Fund authorization of $920,000. <br /> <br />Larimer County anticipates the principal and interest for the $3.9 million loan will be rep aid <br />from funds from the City of Fort Collins Utilities and the Larimer County Dry Creek <br />Stormwater Utility. Larimer County and the City of Fort Collins Utilities are currently <br />working to establish the Dry Creek Stormwater Utility. <br /> <br />Q2l: On page 19 under US Army Corps of Engineers, have any of the environmental analyses <br />been performed? If not, what is the schedule for these analyses? The 404 Permit activities <br />should be included in the overall project schedule on page 25. Will an EA or EIS be <br />required? <br /> <br />R21: Since the comment review meeting on November 22, 2000 Larimer County has authorized <br />URSGWC to conduct an environmental assessment. The environmental assessment includes <br />evaluating threaten and endangered species, cultural resources and wetlands impacts. This <br />assessment is included in the Dry Creek Feasibility Study. <br /> <br />Q22: On page 22, is the 47% / 53% allocation of project costs intended for the entire period of <br />loan repayment? Any arrangements for modifying the allocation of debt during the <br />repayment period should be described here also. <br /> <br />R22: The repayment of principal and interest for the loan will be the responsibility of Larimer <br />County. The Dry Creek watershed is in both the City of Fort Collins and Larimer County. <br />The City of Fort Collins has been collecting storm water fees since 1981 from developed <br />properties within the City of Fort Collins. Thus, the City of Fort Collins has up front <br />revenue to provide 25% matching funds for the loan in addition to its commitment to <br />reimburse the County for the City's share of the principal and interest payments for the <br />CWCB loan. See response to Question Number 15. Larimer County will generate revenue <br />through establishment of a stormwater utility for Dry Creek. The rates established for the <br />new Larimer County Dry Creek Utility will be the same as the existing City of Fort Collins <br />Utility. The financial feasibility of this project which is shown in Table 3 of the Dry Creek <br />Flood Control Plan Feasibility Study is for both the developed properties in the City and the <br />Page 5 of7 <br />
