Akron Street, Suite 300 <br />Englewood, CO 80112-3508 <br /> <br />Dear Mr. Enserro: <br /> <br />I wish to thank you for the time you took last Wednesday (November 21) to go over the Sterling <br />Flood Control Project as it is presently being proposed. The field reconnaissance and discussion <br />was helpful to fully understand the project. <br /> <br />One concern that I had as we discussed the various components of the proposed project was the <br />on-going changes that were being made to the project. I had no problem with the changes that <br />had been made, as they appeared to make the project better. However, for URS to properly <br />complete the Environmental Assessment (EA) for FEMA, we need the final configuration for the <br />project. Configuration changes made to the project after our evaluation has been initiated will <br />cause schedule and budget problems and changes after the EA has been completed could <br />invalidate the EA and require the preparation of another EA. FEMA generally does not want us <br />to start preparing the EA until they have assurance that the final configuration of the project is <br />known. Therefore, it would be desirable for you to convey to FEMA the final configuration of <br />the project and a map that denotes the location and extent of each project component. The <br />alignment of the relocated c,ounty road would need to be shown. <br /> <br />As you suggested during our meeting, I am providing you with a list of information, URS needs <br />to complete our evaluation of the proposed action and complete the EA. If any of our requested <br />information would be difficult to provide, please call me and we can determine if the information <br />can be obtained from another source. <br /> <br />1. A updated map that shows all project features including the upper portion of the constructed <br />channel, the location of the new (extended) county road, and a notation where County Road <br />39 would be closed. Updating of the map should also include the deletion of items that are no <br />longer a part of the project such as the berm along the South Platte River, low water crossing <br />on County Road 39, new public railroad crossing, and the potential ditch west of cemetery. If <br />possible, we would like to have an electronic copy of the map, as we would anticipate that we <br />would include the map in the EA. <br /> <br />2. I am assuming that you or the City will officially submit the Cultural Resource Survey Report <br />prepared by your cultural resource consultant to the Colorado State Historic Preservation <br />Officer (SHPO) for concurrence that the project would not be expected to adversely affect <br />any cultural resources. We will need a copy of the Cultural Resource Report and copies of <br />correspondence with the SHPO including the SHPO's concurrence letter. <br /> <br />3. We need to know approximately how many cubic yards of excess excavated soils will be <br />generated during the construction of the project and we also need a statement of how the <br />excess material would be stored or disposed of. <br />
