Disturbed areas will be revegetated with a natural grass that is known to thrive in <br />the NE part of the state. The City will maintain the channel and the acquired <br />ROW for the project. Access to the channel and future City property has been <br />planned into the project. The City has applied for a construction loan with the <br />Colorado Water Conservation Board (CWCB). The CWCB will inspect the <br />channel once a year and prepare a report stating what types of maintenance the <br />City needs to perform to meet the loan application guidelines. The City is <br />planning on mowing the channel at least once a year or as often as directed by the <br />yearly CWCB report. This report will also identify other maintenance issues such <br />as sediment, bank failures, un-wanted tree growth, etc. There is no official word <br />on farming the channel or not. I would assume that the channel is not going to be <br />farmed. <br /> <br />8. Enclosed is a copy of the first submittal to the Union Pacific Railroad which <br />shows the layout of the bridge and a temporary shoofly track to be located to the <br />east of the existing track. The shoofly will be required to construct the bridge <br />without interrupting train traffic. This is the worst-case condition. If the railroad <br />would decide to build the bridge them self, the shoofly would not be required. <br />We have had face-to-face meetings with the railroad to discuss the project and <br />understand their concerns and requirements. Please see the enclosed document <br />marked UPRR. <br /> <br />. <br /> <br />Enclosed is a package marked CDOT. We are currently preparing drawings and a <br />drainage report for CDOT. These are not complete at this time. We have been <br />meeting with CDOT staff since early part of 2001 to inform them about the <br />project and ask for their input. The work to be completed on CDOT ROW will <br />include construction of a bridge at the channel, raising the eastbound HWY 6 <br />lanes 1'+ over a 700 ft stretch, and raise the west bound lanes a couple inches <br />near the bridge. <br /> <br />9. Enclosed is a package marked CLOMR that includes the text portion of the <br />CLOMR submittal and the annotated FIRM. The annotated FIRM maps show the <br />existing and proposed future floodplain. <br /> <br />. <br /> <br />10. At the time we met in Sterling, the channel alignment conflicted with three <br />irrigation wells. Landowners own two of these wells and the third is owned the <br />Groundwater Appropriators of the South Platte River Basin, Inc. (GASP). Since <br />we last talked, the channel alignment has been adjusted to miss the two wells <br />owned by landowners and only the GASP well is in, direct conflict with the <br />channel alignment. The City is coordinating with GASP to relocate their well. <br />GASP will hire, locate, and drill a new well for their use and then fOlWard the bill <br />to the City. By working the relocation in this manner, the City will not be liable <br />for water rights issues or future well performance. At this time, it appears that the <br />channel will not impact the other two wells. To assure this is accurate, we have <br />asked a groundwater / well specialist to prepare a proposal to inspect the wells, <br />determine the existing well performance, and prepare a report to document the <br /> <br />.~ <br />
