Water RiQhts
Keeton Dam has both a reservoir storage water right for the dam and diverts
direct flow water rights at the dam using the structure as a diversion dam. Table 10
presents the water rights and water ownership associated with Keeton Dam.

Fountain owns the right to divert first 0.5 cfs of the Womac Ditch, and then
shares prorata with Ft. Carson Army Base the next 4.5 cfs; Fountain owns the
remainder of the water rights at the site. The modifications to the reservoir will result
in a reduction of the reservoir storage capacity to approximately two acre-feet. The
remainder of the storage capacity would be transferred to another site, sold or
abandoned by the City.

The reduction in reservoir capacity will not impact the City of Fountain's water
supply. Available storage capacity in the reservoir has not been utilized in recent
years due to storage reductions by the State Engineer's Office. Storage in the
reservoir has been operated as a sediment trap and to prevent diversion freeze-up in
the winter.
