<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Within the water industry, it is generally agreed that designing and <br />constructing facilities with sufficient capacity to meet the absolute maximum <br />possible future demand within a water system is probably not economically <br />justifiable. However, most utilities agree that being able to meet maximum day <br />demands in nine out of ten years is a reasonable goal to strive for. By utilizing this <br />criteria, utilities accept the fact that, during any given ten-year period, there may be <br />a few days during which certain water facilities may have to be operated beyond <br />their normal capacities or during which some form of water use restrictions may <br />need to be imposed. <br /> <br />Based on the discussion in the preceding paragraph and the historical water <br />use data shown in Table 4, a MD/AD design demand ratio of 2.6 has been selected <br />for use in projecting Fountain's future maximum day water demands. The 2.6 <br />MD/AD demand ratio is consistent with the design demand ratios being utilized by <br />other front range water utilities including Denver, Colorado Springs, Pueblo, and <br />Trinidad. <br /> <br />For projecting future maximum hour water demands, it is necessary to select <br />a design MH/AD demand ratio. Since hourly water use data for the Fountain <br />system is not readily available, actual maximum hour demand rates and MH/AD <br />ratios can not be easily calculated for the Fountain system. Consequently, an <br />assumed MH/AD ratio of 3.9 will be utilized for projecting Fountain's future <br />maximum hour demands. The assumed 3.9 MH/AD design demand ratio is based <br />primarily on the data and experience of the other front-range water utilities cited in <br />the pervious paragraph. <br /> <br />The data in Table 4 also shows that during the past five years, the City of <br />Fountain has obtained between 72 and 82 percent of its annual water supply from <br />the Fry-Ark project, with the balance of the water being obtained from the City's <br />wells. It is important to note that, even though the percentage of the City's water <br />that is obtained from the Fry-Ark project has been relatively consistent on an annual <br /> <br />10 <br />
