So, more or less 1,120 acre feet of late season water is available within the Lake <br />Canal service area. <br /> <br />Colorado Bia Thompson Proiect IC-BTl Water Riahts <br /> <br />At the present time, Lake Canal shareholders own approximately 1,684 units of <br />Colorado Big Thompson (C-BT) project water. However, it is anticipated that all C-BT <br />units will eventually be turned over to potable water purveyors and will not be available <br />to meet the late season water needs within the Lake Canal service area. For this reason <br />no C-BT water is considered in the analytical model for Lake Canal. <br /> <br />Well Water Riahts <br /> <br />There are approximately 32 wells in the Lake Canal service area that are owned by <br />various shareholders. Most of the wells are augmented wells in the Poudre Plan. It is <br />known that some wells are Coffin wells2, which are court decreed as non-tributary wells. <br /> <br />In early 2003, the company initiated a questionnaire and information sheet, which was <br />mailed to Lake Canal Company shareholders along with their assessments. The <br />purpose of this questionnaire was to determine which farms in the Lake Canal service <br />area have wells and to obtain permit and decree data for the wells. Also in 2003, wells <br />were located using a handheld GPS unit. A total of 32 wells were mapped and are now <br />shown on the Figure 2 service area map. <br /> <br />Under the secondary supply scenario, it is presumed that wells will continue to be used <br />as a source for secondary water supply on the decreed properties. In other words, the <br />wells, whether tributary or non-tributary wells, would continue to be used on the <br />properties for which they are decreed, which allows for more flexibility in allocating the <br />remaining surface water dedicated to secondary supply under the Lake Canal system. <br /> <br />Water Riahts Summary <br /> <br />Table 1 summarizes the present water right ownership of Lake Canal shareholders and <br />the average (normal year) yields of those rights. Note that C-BT units that have been <br />important in the past are presumed to have no yield as far as the Lake Canal secondary <br />supply system is concerned because these units will likely be turned over to the potable <br />water purveyors to meet their water turnover requirements for potable water. <br /> <br />It is hoped and presumed that the native water rights will stay within the service area for <br />future use in landscape irrigation under the Lake Canal secondary supply system. Even <br />now, some of these water rights are being sold for use in potable water systems or for <br />augmentation plans. One of the positive elements of secondary supply is that there will <br />be a sustainable market for the native water supplies and this water may continue to be <br />used for irrigation without a water court proceeding. <br /> <br />2 It should be noted that an attempt to move or change the decree for a Coffin well makes it <br />subject to potential loss of Coffin well status.
