Lake Canal Company
Proposal for a Study of Modernization-Pressurization Potential
page 2

Scope of Work and Project Goals

The work described and proposed here will build on and dovetail with the work completed to date through
the dual systems project and through Stephen Smith's canal modernization work since last fall. It should be
noted that the existing GIS database and the GIS data to be collected as a part of this project will be fully
compatible with, and used as input to, GIS application software referred to as ESRI's ArcView ArcMap,
version 8.1,

Specific tasks associated with this proiect are as follows:

1. GIS data base expansion which is expected to include but not be limited to:

o Timnath and Windsor growth boundaries.
o Probable future housing development projects for suitable time periods, Time periods
are conceptualized to be the present, 2003 to 2005, 2006 to 2007, 2007 to 2009, etc.
o Review and tighten I strengthen service area notations for fields, overall service area
boundaries, cropping patterns, and headgates along with the fields irrigated by
indMdual headgates.

2. Evaluate cropping patterns past and future.

3. Input well locations following analysis of the wells survey information solicited from Lake Canal
shareholders,

4. Take GPS data points for existing wells and headgates. Take photos of the same features during
the data collection effort.

5. With Board approval and oversight, initiate more secondary supply discussions with Windsor,
Timnath, and Larimer County.

6. With Board approval and oversight, continue secondary supply discussions with Fort Collins-
Loveland Water District including a potential presentation to FC-LWD Board and facilitation of a
joint meeting of the two Boards.

7. Inventory existing structures:

o Inventory and catalog.
o Estimate remaining useful life .
o Prioritize repair and replacement needs,

8. COl1sider future structures, equipment, and reservoirs:

o Checks.
o Gates.
o Flow measurement.
o SCADA.
o Storage reservoirs.
o Equalizer reservoirs.
