<br />ARTICLE VIII <br />ROUNDTABLE POWERS <br /> <br /> Section 1. Inter - basin Compacts and Agreements . Upon the approval of the <br />Interbasin Compact Charter by the General Assembly , the Roundtable shall have the <br />power to negotiate inter - basin compacts or agreements with other Roundtables <br />established under The Colorado Water for the 21st Century Act. A compact or <br />agreement negotiated on the behalf of the Roundtable shall only become valid upon the <br />affirmative vote of a majority of the voting members of the Roundtable. Where <br />appropriate and in a mutually agreed upon manner, negotiated compacts or agreements <br />will have authorities and procedures addressing the extent to which the agree ments are <br />legally binding and enforceable. <br /> <br /> Section 2. Interbasin Compact Committee . <br /> <br />(A) The Roundtable shall select two individuals to represent the Roundtable on the IBCC. <br />The Representatives do not have to be members of the Roundtable, but at leas t one shall <br />reside within the borders of the Roundtable and at least one of whom shall own <br />adjudicated water rights, including owners of shares in a ditch or reservoir company or <br />their agents. The selection of the representatives shall be made by majority vote of the <br />voting roundtable members present at the meeting during which the IBCC representatives <br />are selected . <br /> <br />(B) The Representatives shall represent the views and interests of the basin on the IBCC. <br />The Representatives shall have the power to: <br /> <br />Neg otiate, approve, and amend IBCC by - laws; <br /> <br />Negotiate, approve, and amend the IBCC Charter; and <br /> <br />Participate in the development of the IBCC’s public education and outreach <br />process. <br /> <br />To perform such other duties and responsibilities as set forth for IBCC <br />repres entatives in the IBCC Charter and Bylaws. <br /> <br /> Section 3. Basin - Wide Water Needs Assessment . <br /> <br /> (A) The Roundtable shall develop a basin - wide water needs assessment to fulfill the <br />st <br />provisions of the Colorado Water for the 21 Century Act (37 - 75 - 004 2(c) , C.R .S.) . This <br />assessment shall look at the consumptive and non - consumptive needs of the Roundtable <br />areas, analyze available unappropriated waters within the Roundtable area, and propose <br />projects or methods (both structural and nonstructural) for meeting any identified needs <br />and utilizing unappropriated waters where appropriate. <br /> <br />(B) The basin wide water needs assessment will use data and information from SWSI <br />and other appropriate sources as the foundation for the assessment. Where data, <br />information, and research gaps are identified the roundtable will work with roundtable <br /> <br />
