One member Appointed by the Board of Directors of e ach Water Conservancy District within the b orders of the Roundtable: 1) Arkansas Conservancy District; 2) Huerfa no County Water Conservancy District; 3) Lower Arkansas Valley Water Conservancy District; 4) North La Junta Water Conservancy District; 5) Pueblo Conservancy District; 6) Purgatoire River Water Conservancy District; 7) Southeastern Colorado Water Conserva ncy District; and, 8) Upper Arkansas Water Conservancy District. D. Ten a t - l arge member s ap pointe d by the Roundtable member s in c onsultation with the Director of Compact Negotiations f ive of whom s hall be own a w ater r ight pursuant to Article II, Section 12 and these Bylaws, including: 1) One representative of a gricultural i nterests; 2) One representative of a regionally, state - wide or nationally recognized environmental conservation organization that has operated in Colorado for at least five (5) y ears; 3) One representative of i ndustrial i nterests; 4) One representative of a l ocal domestic w ater provider, and; 5) O ne representative of recreational i nterests. E. One m ember a ppointed by m utual a greement between the chairperson s of the Senate Agriculture, Natural Resources and Energy Committee and the House Agriculture, Livestock and Natural Resources Committee. F. The member of the Colorado Water Conservation Board who r esides w ithin the b orders of the Basin Roundtable who s hall a ct as a l iaison ( n on - vo ting). Section 3. Non - Voting Members . Non - Voting member s shall be added to the Roundtable by the members in a regular meeting or an a nnual m eeting, in which there is a quorum, by a simple majority vote of the members present. The Act specifies that non - voting m embers should represent entities outside the b asin who own water rights within the b asin, or alternatively in the absence of such entities, individuals from outside the b asin who have interest in and are knowledgeable about water matters. The addi tion of non - v oting m embers shall be determined by majority vote of the m embers and shall not be fewer than three (3) if possible. Section 4. Liaisons . Other l iaison r epresentatives from w ithin the b orders of the Basin Roundtable ( n on - voting) including: 1) Bureau of Land Management; 2) Colorado Geological Survey; 3) Colorado State University Cooperative Extension ; 4) Division of Wildlife; 5) Division of Water Resources; 6) Forest Service; 7) Fort Carson; 8) Fish and Wildlife Services; and, 9) Army Corp of Engineers. Section 5. Term of Office . Members shall serve a term of five (5) years. Staggering of terms shall occur through the natural turnover in membership. Section 6 . Voting . For purposes of voting on Roundtable business, all m embers shall have o ne (1) vote and must be present to cast their vote. ABRT Bylaws 5 Revised 8/9/06 Revised 1/10/07
